Delegates and leaders from the Niger Delta region on Tuesday said anyone who thought President Muhammadu Buhari could abandon the Niger Delta Development Commission (NDDC) forensic report was living in cloud-cuckoo land.
The respected leaders also described President Buhari as having the right motives.
At a meeting to discuss problems and issues in the region, the leaders highly appreciated the untiring efforts of President Buhari and the Minister of Niger Delta Affairs, Senator Godswill Akpabiot to transform the region.
Specifically, the leaders applauded Akpabio for his persuasiveness, extraordinary commitment to transparency and contributions to the rapid development of the oil rich region.
The leaders underscored Akpabio’s vision for a peaceful and prosperous Niger Delta region.
Meeting under the aegis of the United Niger Delta Democratic Front (UNDDF), the leaders applauded Akpabio for his persistence and track record of success.
The leaders hailed the President of the Niger Delta Ethnic Nationalities Youth Forum, Mr. Terry Obieh for his consistent and constructive engagements with stakeholders to address developmental challenges in the region.
They voiced disappointment at words like pliant, fringe groups and diversionary actions used by the President of the Niger Delta Elders Forum, Chief Tonye Ogbogbula recently.

President Muhammadu Buhari Monday in Abuja pledged support to the resolutions of the African First Ladies Peace Mission (AFLPM) aimed at promoting peace and development in the continent.
Addressing the opening ceremony of the 9th General Assembly of the AFLPM, the President also urged African Leaders and other stakeholders to support the women in realising their core objective of building a peaceful society.
The Nigerian leader expressed concern that peace has become an elusive subject that affects development in many regions of Africa.
”The activities of insurgents and bandits have led to more widespread displacement and poverty.
”It is not in doubt that women and children are the worst affected by the breakdown of peace. Therefore, as mothers, I believe, you are in a better position to drive the processes of peace and actions where necessary.
”Indeed, I’m happy to know that your forum has been working towards promoting peaceful coexistence within the continent in so many ways,” he said.
President Buhari congratulated the Nigerian First Lady, Dr Aisha Buhari, for acquiring a piece of land on behalf of all First Ladies for the development of a secretariat for the Mission in Abuja.
”It gladdens my heart to know that when completed the secretariat will serve several purposes including creating employment opportunities as well as generating income for sustainability,” he said.
The 9th General Assembly of the AFLPM unanimously elected the First Lady of Nigeria as the new President.
In her acceptance speech, Dr Aisha Buhari pledged to execute her new responsibility with total commitment, urging her colleagues to work in unison towards a glorious destiny for Africa.
”With all sense of humility, I accept my election as the incoming 9th President of the African First Ladies Peace Mission.
”I want to sincerely thank all my colleagues for your continuous support and understanding and for entrusting me with this great responsibility.

Adopt Akwa Ibom’s Template for Peace, PDP Counsels FG
The Peoples Democratic Party (PDP) charges the Federal Government to adopt the template for national peace and harmony as initiated and being implemented by Governor Udom Emmanuel of Akwa-Ibom state in the drive to achieve sustained peace and development in the PDP-controlled state.
The PDP says that such will help the Federal Government to combat the current spate of insecurity, disharmony, disagreements, tension, avoidable conflicts and restiveness in our country at this critical time in the history of our nation.
The party counsels the All Progressives Congress (APC)-led Federal Government to immediately understudy the model of the Maintain Peace Movement (MPM) programme unveiled at the weekend by Governor Udom Emmanuel as part of his measure to engender peace and development in the state.
Our party insists that with the right template at the national level, our nation will come out of the woods and regain its pride of place among the comity of nations.
It is instructive to note that the Udom Emmanuel template has enabled Akwa-Ibom state government to effectively manage contending interests, achieve harmony among the political class, enhanced public/private partnership, create enabling atmosphere for greater citizen participation as well as harmonious living in a multifarious state.

IKOYI BUILDING COLLAPSE: TRIBUNAL AWAITING RESULTS ON CONSTRUCTION MATERIALS TESTS
- Seeks Memoranda from Stakeholders
The Tribunal of Inquiry set up by Lagos State Government into the collapse of 21 storey building at 44 B, C, D Gerrard Road, Ikoyi, Lagos, on Monday disclosed that results of the tests conducted on the construction materials are still being awaited.
It implored the public, professional bodies and construction industry stakeholders, as well as individuals, to submit memoranda that have direct bearing on the unfortunate incident, which occurred on November 1.
The tribunal, chaired by the President of Nigeria Institute of Town Planners (NITP), Mr. Toyin Ayinde, said that the memoranda should be submitted at ‘lagosgerrardtribunal@gmail.com’, noting that all memoranda, recommendations and submissions should be received on or before Wednesday, November 24.
Speaking during a press conference held on Monday at the tribunal secretariat in Lagos State Waterways Agency, LASWA Terminal Building (LASWA), Ikoyi, on the update and activities of the panel since its inauguration, Ayinde said the tribunal has not made its activities known to the public based on professional ethics. He said the Panel members are “compelled to speak only when investigations have been made, reports and documents submitted, queried, analysed and discussions held with relevant stakeholders.”
He said the six-member tribunal began sitting immediately after its inauguration on Thursday, November 4 and within two weeks of operation, it had received documents from some government MDAs, which panel members had started studying.
It would be recalled that on November 1, a 21 storey building in Gerrard Road, Ikoyi collapsed, killing over 40 persons, including the developer, Femi Osibona, while some people were rescued.
Subsequently, on Thursday, November 4, Lagos State Governor, Mr. Bababjide Sanwo-Olu, inaugurated a six-man Panel to probe the collapsed building incident with a view to preventing future occurrence. The tribunal was given 30 days to complete its task.
The Panel members are; Ayinde, a lawyer in a private law firm, Ekundayo Onajobi (Secretary); a structural engineer, Dr. Akintilo Idris Adeleke; an architect, Yinka Ogundairo; representative of Institute of Builders, Mr. Godfrey O. Godfrey, and a real estate lawyer, Mrs. Bunmi Ibrahim.
Ayinde said the tribunal had visited the site of the collapsed building for a general assessment of the rescue operations, and to determine areas where expert consultants’ services would be required, adding that members of the tribunal also visited the General Hospital, Broad Street, to interview some of the survivors, who could offer eyewitness accounts.
He also disclosed that the tribunal had listed more than 30 stakeholders relevant to the construction industry and the collapsed building, whose views, position papers and recommendations would be received and considered by his tribunal, adding that those the tribunal considered necessary to chat with would be invited.
The tribunal members, who observed a moment’s silence during the press conference in honour of those who died during the collapsed building, said the tribunal has engaged the services of consultant building materials testing laboratory for the purpose of investigating and conducting necessary tests on materials used for the construction of the collapsed building.
He said the tribunal has also engaged the services of a consultant Land Surveyor to conduct verticality tests on the remaining structures within the premises of the collapsed building, adding that it has written to relevant Government MDA’s to request for all files and documentation relating to the collapsed building, as well as writing all consultants and developers/contractors associated with the project on 44 B, C, D Gerrard Road, Ikoyi.
“There may have been concerns or agitations about why the Tribunal has not spoken to the Press. We will like to state that members of the Tribunal are professionals, and our calling demands that we make statements from informed and verified positions. We are compelled to speak only when investigations have been made, reports and documents submitted, queried, analysed and discussions held with relevant stakeholders.
“The Tribunal would like to state that some documents have been received from some government MDA’s and members have started studying them. We have also interviewed some of the LASG staff in the relevant MDA’s. We however appeal to members of the public, professional bodies and construction industry stakeholders, as well as individuals who have useful information and invite them to submit memoranda that have a direct bearing on the particular issue being investigated, as well as their recommendations to prevent future occurrence,” the tribunal chairman said.

The Minister of Works and Housing, Mr. Babatunde Fashola, SAN, Monday called on Nigerians to join hands with government to promote peace and security in the country saying that it is the only way to keep alive the memories of those compatriots who paid the supreme sacrifice to preserve the peace and unity of the country.
Fashola, who spoke at the Headquarters of the Ministry where he was decorated with the 2022 Armed Forces Remembrance Day Emblem, said working together for the promotion of peace and security would ensure that the sacrifices made by the fallen heroes were not in vain.
Reiterating the call for the promotion of peace and security among the people, the Minister, who, however, explained that the promotion of peace did not mean the absence of conflicts and disagreement, declared, “It is the resolution of those conflicts in a manner that does not lead to conflict that is important”.
“As human beings with our diversity, we could have so many conflicts and disagreement, but those conflicts must not lead to violence or lead to clashes. Those conflicts must be resolved before the day is over and this is the job that is everybody’s responsibility, not only those in government but to all Nigerians”, he said.
Fashola pointed out that if all Nigerians choose to live together the issue of conflict resolution would be an easy task adding, “And the less conflict we have, the less people who will have to lay down their lives to bring such conflicts to an end, and the less widows and widowers and orphaned children we will have; and the more that happens daily the better our country will be”.
Urging all Nigerians, both at home and in the diaspora, to support the course of the Armed Forces Remembrance Day, the Minister commended President Muhammadu Buhari for leading from the front at all times the cause of the upkeep of those left behind by the nation’s fallen heroes adding, “Nothing can be too much to support the cause that keeps the veterans and their dependants going”.
Welcoming the delegation of the Nigerian Legion led by its Chairman, Major General Jibril (rtd.), Fashola, acknowledged that the occasion was not just about the military but also about the affairs of both those who laid down their lives and those who “bear the burden of the sacrifice of our officers and their family members, in this case, widows, who in spite of their grief, continue to support and propagate the values of service in the military”.
The Minister, who described the “Season of Remembrance” as very important, declared, It is a very important season to remind all of us that were it not for the service of some people and their sacrifice in an ultimate way, perhaps our story would have been different. The least we can do to keep the memories of those people alive, to make sure that their sacrifices are not in vain is to continue to work hard to uphold the purpose for which they laid down their lives”.
Earlier, in his opening remarks, Major General Jibril said the purpose of their visit was to solicit for assistance from well-meaning Nigerians for the country’s veterans of the various conflicts across the world and in Nigeria as well as their dependants.
Major General Jibil, who said President Buhari launched the Emblem on October 21, 2021, added that the President directed that they should go round to well-meaning Nigerians across the country to support the course by launching the Emblem.

SENATE COMMITTEE EXPRESSES SATISFACTION AS NHP PORTAL RECEIVES 7,315 APPLICATIONS IN SEVEN DAYS
- As Fashola defends 2022 Budget before Senate Committee on Housing

As Nigerians respond positively to the Ministry of Works and Housing portal opened last Tuesday for a chance to subscribe to the over 5,000 houses under the Federal Government’s National Housing Programme, the Minister of Works and Housing, Mr. Babatunde Fashola, SAN, has announced that a total of 7,315 applications for allocation have already been received by the Ministry.
Fashola, who appeared before the Senate Committee on Lands, Housing and Urban Development in continuation of the defense of the 2022 Budget of his Ministry, also submitted to the Committee the documents showing the number of applications submitted and those completed and undergoing processing as well as a breakdown of the number according to States.
And at the end of the defense, which took the form of a robust interaction, the Committee expressed satisfaction at the development in the Housing Sector with many, including the Chairman, Senator Sam Egwu, noting with delight that with the portal now opened, the Ministry has really launched out.
Explaining the criteria for pricing of the different categories of houses, the Minister, who said the prices ranged from N7.2 million, representing the lowest and N16.5 million representing the highest price, pointed out that one of the factors that made the difference in price between the Programme’s houses and those being built by private developers was size.
He told members of the Committee that the categories of the houses under the programme included1, 2, 3 bed rooms semi- detached bungalows and condominium, (blocks of flats), adding that there are also price differentials among the categories of houses based also on the size and space with all the bungalows, for example, having adjoining land thereby making it more expensive than the flats.
Fashola explained on the prices placed on the categories of houses further, “When compared with what is obtainable in the Private Sector in terms of size, the one bedroom with 77sqm of living space, two bedroom with 90sqm, and the three bedroom with 137sqms, are by far larger than houses built by private developers and justifies the prices placed on them.”
The Minister, who also noted that one bedroom flat in condominium, is 60sqms, two bedroom flats, 76sqms while the 3 bedroom flat is 110sqms, all of which, pointed out that they are more spacious than what is available in the conventional market, adding, “You cannot get them at such price in the market”.
Urging the lawmakers and other interested Nigerians to engage with the portal for answers to all the relevant questions, including quality, size and appearance of the house in any location across the country, the Minister declared, “Our thinking is informed by what we have experienced in parts of our lives and what we think is best practice. We think this is the digital age and we should begin to do things that are consistent with the age, not printing and selling forms”.
In response to a question on possible manipulation of the system, he explained, “We should not be creating unnecessary bureaucracies that will bring about unnecessary human interactions and possibly some of the manipulations you refer to”, adding, “that does not mean that any system cannot be manipulated but we think that this is consistent with the objective of government”.
“We are now in a country where we now buy air tickets with our handheld devices. We book hotels with our handheld devices. I don’t see why we can’t buy and sell houses with our handheld devices and I have done it as Governor in Lagos and I thought we should try it at the national level”, the Minister said noting that the Federal Government itself has said that everybody should subscribe to various identification means like BVN and so on. “We think that that is where we should be going”, he said.
Noting that the portal was launched barely a week ago, Fashola again urged, “Let us give it time to evolve and I think that 7,315 applications from Nigerians within this time is a very enthusiastic response”, adding that all those who had applied had paid N10,000 online to the Remita platform.
“So contrary to the assumptions that because conditions are difficult, that form that you would have sold in printed form is being sold digitally and government is collecting the money for administrative purposes”, the Minister said adding that although it is open to all Nigerians, some of the conditions that address facelessness include having a passport photograph and a tax clearance certificate and other means of identification like national ID, driver’s license or International passport.
Responding to concerns raised about affordability of the houses, “Affordability is not just a function of the cost but also the mode of payment,” adding that in order to take care of that aspect, the Ministry created the mortgage and Rent-to-Own options so that the payment could be spread over time.
On whether the Ministry was not duplicating the works of its agencies, the Federal Housing Authority (FHA) and Federal Mortgage Bank of Nigeria (FMBN), Fashola, who noted that the Ministry as head and supervisor of the agencies, was only carrying out a pilot project from which the agencies would continue to roll out in the future.
In his closing remarks, the Chairman of the Committee, and former Governor of Ebonyi State, Senator Sam Egwu, noted that the Minister had done justice to all the questions and thanked him for his diligence and commitment to housing delivery.
“You will agree with me that the Minister has done justice to the questions we have asked him. We are also impressed that the data you gave to us showed that you’ve launched out. You’ve hit the ground running. So, we’ll continue to interact with you … Like I said, we are happy and my members are happy, that is why the Chairman House Committee is here too…”, the Chairman of the Committee said.
Also present at the meeting were the Permanent Secretary, Mr. Babangida Hussaini and Directors in the Housing Sector of the Ministry, Special Advisers and other relevant Ministry officials.

Yoruba World Centre’s Project, an initiative for unity and development – Ooni
All is now set for the Ooni of Ife, Oba Adeyeye Ogunwusi to join Vice President Yemi Osinbajo, SAN, at the launching of Yoruba World Center’s project within the University of Ibadan on Tuesday, November 23, 2021
.The project being coordinated by the International Centre For Yoruba Arts and Culture (INCEYAC) is one of the best things to happen to the Yoruba people all over the world in recent times.
Oba Adeyeye, while speaking at his palace when an INCEYAC team led by the initiator and Publisher of Alaroye Newspapers, Mr. Alao Adedayo, visited him to brief and invite him to the event said “I am sincerely glad that you respected children of Yoruba land have decided to institute a center for the study of our language and culture. In fact, I will say I am excited. History and posterity will not forget you in a hurry because what you are doing is going to ensure that our culture and tradition are preserved.”
In addition to commending Alagba Alao Adedayo and his team, the Ooni also used the opportunity to pledge that he will be ready to collaborate and also play whatever role is necessary to make the project a success.
Said the Ooni “this is the right moment for all Yoruba sons and daughters to proudly come together to ensure that this project is successful. We need this to enhance our unity as a major Nigerian ethnic group.”

SERAP sues Buhari over failure to publish names of suspected looters of N6trn NDDC funds
Socio-Economic Rights and Accountability Project (SERAP) has filed a lawsuit against President Muhammadu Buhari “over his failure to publish the names of those indicted in the alleged misappropriation of over N6 trillion in the running of the Niger Delta Development Commission (NDDC) between 2000 and 2019, as documented in the recent Forensic Audit Report on NDDC.”
In the suit number FHC/ABJ/CS/1360/2021 filed at the Federal High Court, Abuja, SERAP is seeking “an order of mandamus to direct and compel President Buhari to publish the names of those indicted in the alleged misappropriation of over N6trn in the running of the Niger Delta Development Commission (NDDC) between 2000 and 2019.”
The suit, which has been assigned to Honourable Justice Binta Nyako at Court 2, is fixed for hearing on 29th November 2021.
SERAP is also seeking “an order of mandamus to compel President Buhari to direct Mr Abubakar Malami SAN, the Attorney General of the Federation and Minister of Justice and appropriate anti-corruption agencies to bring to justice anyone suspected to be responsible for the missing N6trn, and to fully recover any stolen public funds.”
SERAP is arguing that, “It is in the public interest to promptly publish the names of those indicted in the audit report, and to ensure that they face prosecution, as appropriate.”
According to SERAP, “The public interest in publishing the names of those indicted by the audit report outweighs any considerations to withhold the information, as there would be no prejudice against those whose names are published as long as the information is appropriately framed and truthful.”
SERAP is also arguing that, “The Buhari administration has legal obligations under Section 15(5) of the Nigerian Constitution 1999 [as amended] to abolish all corrupt practices and abuse of power, and article 26 of the UN Convention against Corruption to ensure effective prosecution of allegations of corruption.”
SERAP is further arguing that, “The audit report raises prima facie evidence of grand corruption and its staggering effects in the Niger Delta. Nigerians have the right to know the names of those indicted and other details in the report, as guaranteed under the African Charter on Human and Peoples’ Rights and the Freedom of Information Act.”
SERAP is also arguing that, “Publishing widely the report and the names of those indicted would remove the possibility of obstruction of justice, and provide insights relevant to the public debate on the ongoing efforts to combat grand corruption and the longstanding impunity of perpetrators in the country.”
SERAP is also seeking “an order of mandamus to direct and compel President Buhari to “widely publish and make available to Nigerians the Forensic Audit Report on the Niger Delta Development Commission (NDDC) submitted to him on September 2, 2021.”
Joined in the suit as Respondent is Mr Abubakar Malami, SAN.
The suit filed on behalf of SERAP by its lawyers Kolawole Oluwadare and Opeyemi Owolabi, read in part: “Nigeria has made legally binding commitments under the UN Convention against Corruption to ensure transparent management of public resources, and unhindered access to public information. These commitments ought to be fully upheld and respected.”
“Directing and compelling President Buhari to publish the names of those indicted in the report would advance the victims’ right to restitution, compensation and guarantee of non-repetition, as well as improve public confidence in the fight against corruption.”
“Publishing the names of those indicted would be entirely consistent with Nigeria’s constitutional and international anti-corruption commitments.”
“Combating the corruption epidemic in the NDDC and reining in those indicted would alleviate poverty, improve access of Nigerians to basic public goods and services, and enhance the ability of the government to meet its human rights and anti-corruption obligations.”
“Despite the country’s enormous oil wealth, ordinary Nigerians have derived very little benefit from trillions of naira budgeted for socio-economic development in the region primarily because of widespread grand corruption, and the entrenched culture of impunity of perpetrators.”
“Nigerians are entitled to the right to receive information without any interference or distortion, and the enjoyment of this right should be based on the principle of maximum disclosure, and a presumption that all information is accessible subject only to a narrow system of exceptions.”
“According to public interest test, even if the government demonstrates that the publication of the names of public officials would substantially harm a legitimate interest, it is nevertheless obliged to disclose the requested information if, as it is the case here, the public interest in disclosure is sufficient enough to overweigh any perceived harm.”
“The missing N6 trillion and over 13,000 abandoned projects in the Niger Delta have continued to have a negative impact on the human rights of Nigerians, undermining their access to basic public goods and services, such as education, healthcare, and regular and uninterrupted electricity supply.”
“Public schools have been left to crumble and wither away, and health care facilities in several parts of the region lack even the most basic of amenities.”
It would be recalled that SERAP had in a letter dated 25 September 2021, requested President Buhari to publish the names of those indicted in the audit report.
The Forensic Audit Report into the activities of the Niger Delta Development Commission (NDDC) reveals grim allegations of misappropriation of N6 trillion in the commission between 2000 and 2019, and that there are over 13,000 abandoned projects in the Niger Delta.
According to the report, the NDDC operated a total of 362 bank accounts, which resulted in a ‘lack of proper reconciliation of accounts.’

An unconditional release of Nnamdi Kanu, leader of the outlawed Indigenous People of Biafra (IPOB), currently standing trial, runs contrary to the doctrine of separation of powers between the Executive and Judiciary, President Muhammadu Buhari has said.
Receiving a group under the aegis of Highly Respected Igbo Greats, led by First Republic parliamentarian and Minister of Aviation, Chief Mbazulike Amaechi, at State House, Abuja, the President told the 93-year-old statesman:
“You’ve made an extremely difficult demand on me as leader of this country. The implication of your request is very serious. In the last six years, since I became President, nobody would say I have confronted or interfered in the work of the Judiciary. God has spared you, and given you a clear head at this age, with very sharp memory. A lot of people half your age are confused already. But the demand you made is heavy. I will consider it.”
Stressing his policy of non-interference with the Judiciary, President Buhari said when Kanu jumped bail, got arrested and brought back to the country, “I said the best thing was to subject him to the system. Let him make his case in court, instead of giving very negative impressions of the country from outside. I feel it’s even a favour to give him that opportunity.”
The President condoled with Chief Amaechi, who recently buried his wife, praying that her soul would rest in peace.
The nonagenarian had described the situation in the Southeast as “painful and pathetic,” lamenting that businesses have collapsed, education is crumbling, and there is fear everywhere.
He pleaded for a political, rather than military solution, requesting that if Kanu was released to him as the only First Republic Minister still alive, “he would no longer say the things he had been saying,” stressing that he could control him, “not because I have anything to do with them (IPOB), but I am highly respected in Igbo land today.”
Chief Amaechi said twice he had interfaced with Nnamdi Kanu in the past, and the latter rescinded orders earlier given on civil disobedience.
He concluded: “I don’t want to leave this planet without peace returning to my country. I believe in one big, united Nigeria, a force in Africa. Mr President, I want you to be remembered as a person who saw Nigeria burning, and you quenched the fire.”

Delta governorship aspirant, Kenneth Okpara, dies at 60
Olorogun Kenneth Oghenerhoro Okpara is dead.
The international financial expert, an astute political leader, an Urhobo patriot, and a pan-Deltan died in Warri on Friday.
Born into the great Okpara Dynasty of Eku on February 8, 1961, in Eku Community, Ethiope East Local Government Area of Delta State,
Okpara had his Primary Education at C.M.S, in Eku and attended Saint Peter’s Claver Aghalokpe and later proceeded to the University of Maiduguri, Borno State, where he bagged (Bsc. Accouting) in 1987.
He went abroad for further education and did his Master’s in Business Administration (MBA) in the prestigious Cambridge University, Cambridge, United Kingdom (UK).
Olorogun Kenneth Oghenerhoro Okpara was a product of Havard University, JFK School of Government Executive Education (Cutting Edge of Development Thinking Programme) May, 2013, and Cambridge University London, Judge Business School, April, 2011.
He was an Associate Member of the Institute of Chartered Accountants of Nigeria,1999, fellow of the Chartered Institute of Taxation 1998, Microsoft Professional-Internet (MCP- 1) 2000, Microsoft Certified System (MCSE) 2000.
He was also an International Financial Expert and a Chartered Accountant with strong leadership and analytical skills
The late Senior Financial Management Specialist with the World Bank was saddled with the responsibilities of Financial Management, implementation support and supervision of its funded and multi donor trust fund investment projects in Afghanistan, South Asia.
He worked as a co-Task Team Leader / Manager for Public Financial Management Projects funded by the World Bank here in Nigeria as well.
He was appointed the Honourable Commissioner for Economic Planning in September 2011-July 2013 by Dr. Ewetan Uduaghan, former governor of Delta State.
He proved himself a financial guru whose tenure led to the boosting of the economic base of Delta State and later appointed as the Honourable Commissioner for Finance by the same former governor, Uduaghan,
ENDSARS PROBE PANEL REPORT: WE WAIT FOR THE STATES, PRESIDENT BUHARI TELLS BLINKEN, AMERICAN SECRETARY OF STATE
Federal Government will allow the system to exhaust itself, and will, therefore, wait for pronouncements from state governments which set up panels to probe police brutality in the country, President Muhammadu Buhari has said.
The President spoke Thursday at State House, Abuja, while receiving in audience Mr Antony Blinken, United States Secretary of State.
“So many state governments are involved, and have given different terms of reference to the probe panels,” the President added. “We at the Federal have to wait for the steps taken by the states, and we have to allow the system to work. We can’t impose ideas on them. Federal Government has to wait for the reaction of the states.”
On the recent removal of Nigeria from watchlist of countries violating religious freedom, which Blinken said was “based on facts,” President Buhari expressed the country’s appreciation, noting that there was freedom of worship in Nigeria, and no one is discriminated against on the basis of his or her faith.
He said education is a priority in the country, “because when you educate a people, there are certain levels they will not fall below.”
The President equally appreciated the United States of America for allowing Nigeria to procure military hardware to fight terrorism in the country, and for the training given to Nigerian military.
“It’s helping us to stabilize the situation in the Northeast, and we’ve made a lot of progress since 2015,” he said. “We are doing a lot on security, and the people involved appreciate our efforts.”
On development of democratic ethos, President Buhari said Nigeria has adopted the American model, “hook, line, and sinker, with its term limits. Those who have attempted to breach it were disappointed, if not disgraced. You are even lucky if you have two terms. Others try hard, and don’t get it. The American model has been accepted by Nigerians as the best.”
Nigeria and her neighbors, the President noted, have been living with the impact of climate change for a while, which has seen the Lake Chad shrink drastically from its original size, and affected the livelihood of about 30 million people in the Lake Chad Basin countries.
“That is why the youths defy the Sahara Desert and the Mediterranean to attempt emigrating to Europe. Inter-basin water transfer is needed to keep the youths at home, and they can resume their lives of farming, fishing, and animal husbandry.”
Mr Blinken, who had held a virtual meeting with the Nigerian President earlier in the year said jocularly that it was now good to see him “mask to mask, hoping that we will soon see face to face.”
He appreciated the contributions of President Buhari to protection of the climate, particularly his presence and contributions at the recent COP26 climate conference held in Glasgow, Scotland.
Blinken said America and Nigeria have diverse challenges, but a common denominator is security, and hoped for better partnerships, “so that the bad guys won’t get the good guys.”
He described the report of the EndSARS probe panel as “democracy in action,” stressing that America equally had its own police brutality, and hoping that necessary reforms would be made.

DELTA APC CONFUSED, EMPTY, DROWNING IN ITS OWN LIES – PDP
The Delta State Peoples Democratic Party, PDP has dismissed the latest Press Statement
by hirelings and paid goons of the opposition All Progressives Congress APC, titled: “Okowa/PDP Administration: A Government Built On Lies, Massive Corruption – APC”, issued on November 18, 2021 and signed by one Francis Amaechi of their Directorate of Media and Publicity, as another epistle of a confused, empty, political party, swimming and drowning in its own catalogue of lies and propaganda, both in the State and at the National level.
Dr. Ifeanyi Osuoza, State Publicity Secretary, Delta PDP, in a swift but terse and concise response to the APC statement, suggested to the APC that the title of their press release actually describes appropriately, their woefully failed, inept and clueless Federal Government administration, which has brought nothing but hardship and suffering upon Nigerians and seen the escalation of all the societal vices, from kidnapping, banditry, killings and massive corruption, all perpetrated with impunity.
The Delta PDP spokesman further observed the multiplicity of APC publicists in the State, signing their press statements and wondered why a fractured and factionalized party which, like Humpty Dumpty, has fallen down from the wall and broken up in such a manner that it can never be glued together again, is still littering the public space with lies and diversionary noises, when it knows it has nothing to offer to Deltans.
Dr. Osuoza’s statement reads: “Our attention has been drawn to the latest press statement of the opposition All Progressives Congress APC, titled: “Okowa/PDP Administration: A Government Built On Lies, Massive Corruption – APC”, issued on November 18, 2021 and signed by one Francis Amaechi of their Directorate of Media and Publicity, and we cannot help but observe how this title perfectly fits the APC administration at the Federal level which, just like one of its Delta factions so aptly observed and many Nigerians now concur with, is a Government built On Lies and propaganda and is now drowning in the Massive Corruption, recalcitrance and impunity which have defined the administration in the last six years.
“Without meaning to join issues with the uncertain nomenclature which the APC has metamorphosed into in Delta State, especially with the multiplicity of signatory publicists, indicating an irredeemable fragmentation of its hitherto amorphous structure, we make bold to say that, having read through its bogus, grammatically striken and error-prone statement, we are at a loss to connect the nexus between its logic and the sensationalism of its misleading title.
“We however wish to assume the obvious fact that since this faction of APC in Delta State has commenced its surreptitious campaign for the gubernatorial ambition of the Deputy Senate President (DSP), it must, by a comprehensive dosage of dubious, devious and typically characteristic negative propaganda, attempt to distance the DSP from the battered, damaged and bitterly despised image of the failed APC administration at the centre; an administration which he has so vigorously and with obsequious dynamism, akin to servitude, defended at every instance, with annoying, unpatriotic and sometimes disingenuous sophistry.
“Of course the PDP has no qualms with the attempt of Delta APC to desperately launder and position their new knight in shining armor. We have seen it all before and we already know that our sterling leadership under the astute, cerebral administration of His Excellency, Senator, Dr. Ifeanyi Okowa, the Executive Governor of Delta State, the undisputed leader of our united party and the unrivaled ‘Ekwueme’ of the universe, coupled with the excellent performance in governance and the delivery of multi-sectoral democracy dividends to the people and communities of Delta State, will always deliver victory to us, no matter who they put up in any election.
“We however take strong exception to the barefaced lies that Governor Okowa’s administration has not delivered quality projects across the three Senatorial zones in the State. Photographs of projects commissioning and testimonies from even leaders of the opposition and the beneficiaries of these projects themselves, have since been widely reported to debunk the APC lies.
“We are also quite disappointed with the wickedly deliberate and misleading comments, especially the invocation of an infantile, irresponsible and illiterate allusion of “governance being reduced to family business,” which not only exposes the crude, primitive, kindergarten mindset and governance ignorance of the APC publicists in this modern day and age, when governance is becoming more functional, intellectually certified and expatriate-specific rather than compensatory, in terms of sectoral proficiency in delivering the MDG objectives, but shamelessly underscores the extremist nature of their political desperation and the potentially dangerous cleavages to brigandage, which their unhealthy quest for power is rapidly tilting towards.
“Let us sound it loud and clear to the APC in the State, that all its ridiculous lies and misleading propaganda have not only been debunked by practical and verifiable projects and widely published reports, but have sadly not enhanced their electoral fortunes one bit, even with their constantly changing and replacing their Publicity Secretaries.
“We should also remind the APC that elections in Delta State, are not won with lies and propaganda, but by physical, comprehensive, ward to ward, unit to unit, Local government to local government and of course the ultimate cap-up, in-your-ears, mosquito campaigns from house to house and face to face, which the PDP has made the hallmark and unconditional standard of its campaign in every election.
“Our party, guided by the articulate, focused and result oriented, visionary leadership of our leader, His Excellency, Senator, Dr. Ifeanyi Okowa, the ‘Ekwueme Gburugburu’ and undisputed ‘roadmaster’, both literally and in political metaphor, has since commenced our unstoppable march to 2023 and the massive momentum has already garnered tremendous, satisfactory progress, to the chagrin of the hapless, confused and fragmented APC, evidently manifested in the avalanche of defections and decampees to the PDP, even in areas often regarded in their imaginary, fairy tale hallucinations as APC strongholds.

PRESIDENT BUHARI DIRECTS MDAS TO STUDY NIPSS REPORT ON POLICY DESIGN, IMPLEMENTATION
President Muhammadu Buhari Thursday in Abuja directed Ministries, Departments and Agencies (MDAs) to study a Report on how best to ensure effective policy design and implementation with a view to implementing some of its recommendations.
The report entitled, “Getting Things Done: Strategies for Policy and Programme Implementation in Nigeria,” was presented to the President by the Senior Executive Course 43 (2021) of the National Institute for Policy and Strategic Studies (NIPSS) , Kuru, Plateau State.
Receiving the report, the President assured the course participants that it would be treated with the seriousness and urgency it deserves.
‘‘As such, I am directing the MDAs and the National Steering Committee on the Vision 2050 to study the Report, with the view to diligently consider the recommendations presented and incorporate them as part of over-all execution strategy,’’ he said.
Declaring that this administration has invested great efforts in the provision of good governance and making tremendous progress at getting the desired results, the President said:
‘‘This report becomes important and timely in our quest to enhance service delivery to our citizens.”
On the importance of NIPSS and its course participants, the President noted it was always a delight to receive their input on important issues that are of very great concern to the government and the nation.
‘‘No nation will progress without paying close attention to the ways policies are made and implemented, as it is often unclear how best to ensure effective policy design and implementation.
‘‘The gaps between policy design and programmes implementation must be closed in order for our country to continue to make meaningful progress.
‘‘This was why I charged Participants of the Senior Executive Course No. 43, 2021 to work on the theme: “Getting Things Done: Strategies for Policy and Programme Implementation in Nigeria,” he said.
Alluding to the report and the presentation done by participants of Course 43, the President noted that their research had drawn attention to the numerous efforts of his administration in policy and programme implementation, as well as the challenges faced.
He acknowledged that the report also generated constructive and compelling recommendations with adequate implementation strategies.
‘‘The structure, content and mode of presentation of this report shows great commitment and hard work that has gone into it.
‘‘This confirms to me and our administration of the consistency and reliability of the National Institute in delivering on very critical and sensitive assignments of national importance.
‘‘While I congratulate the Participants for justifying the confidence in nominating you for this course, I wish to commend the National Institute for once more living up to expectations.
‘‘Let me express my pleasure at the level of knowledge and discipline you have openly demonstrated about our country and our challenges,’’ he said.
President Buhari urged the course participants, mainly drawn from the senior cadre of Federal and State establishments, to put to work all they have learnt in their various establishments.

PRESIDENT BUHARI SIGNS CLIMATE CHANGE, AMCON (AMENDMENT) BILLS INTO LAW
President Muhammadu Buhari has signed into law two important bills passed by the National Assembly thereby making them to become part of the Laws of the Federation.
The Climate Change Act owes its origin to a bill sponsored by a member of the House of Representatives, Sam Onuigbo and provides for, among other things, the mainstreaming of climate change actions and the establishment of a National Council on Climate Change.
It also paves the way for environmental and economic accounting and a push for a net zero emission deadline plan in the country.
The Asset Management Corporation of Nigeria (Amendment) Act amends the AMCON Act No.4, 2010.
It provides for the extension of the tenor of the Resolution Cost Fund and grants access to the Special Tribunal established by the Banks and other Financial Institutions Act 2020, which confers on the corporation the power “to take possession, manage, foreclose or sell, transfer, assign or otherwise deal with the asset or property used as security for eligible bank assets and related matters.’’
This, in effect, will help AMCON make recoveries and for debtors to fulfil their commitments to banks.

Lagos State Governor, Mr. Babajide Sanwo-Olu on Thursday disclosed that given the rising population and limited geographical space of the State, Lagos will require about $15 billion over the next five years for infrastructure.
Speaking at the third Lagos Investors’ Roundtable and launching of Deal Book organised by the Office of the Sustainable Development Goals (SDGs) and Investment, Governor Sanwo-Olu called on investors to optimise the advantages of the opportunities in Lagos State toward the goal of developing a 21st Century economy as projected by his administration.
At the investment roundtable, which was attended by foreign diplomats, members of business communities, captains of industries and members of the State Executive Council, among others, Governor Sanwo-Olu also called for partnership with investors and private sector, saying the implementation of the development strategies of his administration demands partnership and contributions of private investors.
He said: “We strongly believe that the continued growth and success of Lagos is premised on the strength and diversity of our partnerships. It is such strategic partnerships that account for Lagos being by far the leading recipient of local and foreign direct investments in Nigeria. It is estimated that, in the last few years, about 80 percent of the investments into Nigeria, has come into Lagos.
“These investments remain vital to our economic growth and wellbeing, supporting tens of thousands of jobs and livelihoods across the city. This is the reason why a forum like this is so important – as a platform for harmonising our respective visions and targets and agreeing on key actions that will not only strengthen existing investment partnerships but also initiate new ones.”
Governor Sanwo-Olu stressed further that “As a government, we understand the value of these relationships in fostering economic resilience, particularly during times of uncertainty, like this one we are in, marked by the combined effects of a global pandemic, climate change, global inflation, the burden of poverty and social and economic inequality, among others.
“As a low-lying aquatic city with over 22 million citizens, confined to the smallest landmass in Nigeria, Lagos is especially vulnerable to all the challenges of a sprawling, densely populated, climate challenged, fast-growing Megacity.
“We believe that given the rising population and limited geography space that we have, Lagos will indeed require about $15 billion over the next five years on infrastructure alone. $15 billion is about five times the budget that we currently have. Lagos budget is about $3 billion today.”
While assuring investors that Lagos State is open and ready for investments, innovation and collaboration, Governor Sanwo-Olu assured investors and private partners that the State Government will create enabling policies and environment for them to thrive in Lagos and for their investments to be safe and secure, as well as ensuring that innovation thrives.
“Indeed we have a huge responsibility to develop critical hard and soft infrastructure that can act as a catalyst for what you do as investors. All of these we have been doing and will continue to do,” the governor said.
Governor Sanwo-Olu during the event also launched the ‘Lagos Deal Book’, which is a compendium of investment opportunities across the state as well as information about the incentives for making the investments and the processes for doing so.
He said: “I encourage you all to take advantage of the rich information contained in this Deal Book, to guide and inform your decision making. Information, they say, is power, and there is something of value and interest to each and every one of you, inside the compendium.
“I also urge you all to continue to support, partner and collaborate with Lagos State and with one another, to create sustainable economic prosperity that will touch the lives of all Lagosians. I would like to ask you all, to please spread the word; Lagos State is open and ready for investment, innovation, and collaboration.”
Speaking earlier, the Special Adviser to Governor Sanwo-Olu on Sustainable Development Goals (SDG) and Investment, Mrs. Solape Hammond, said the roundtable was part of shared aspiration towards making Lagos the most preferred investment destination in the world.
She reassured the investors about the Babajide Sanwo-Olu administration’s determination to institute business-friendly measures to boost investors’ confidence and guarantee trust, adding that her office is working with relevant Ministries, Departments and Agencies (MDAs) of government to minimise all perceived threats and scale-up strategic benefits.

INTRA-AFRICAN TRADE FAIR IN DURBAN: WE HAVE COME HERE IN FULL FORCE, SAYS PRESIDENT BUHARI

President Muhammadu Buhari Monday in Durban, South Africa assured participants at the 2nd Intra-African Trade Fair 2021, that his delegation is attending with ‘‘full force’’ to maximize the advantage of the gathering.
Addressing the opening ceremony of the event, the President said:
‘‘Let me assure you that Nigeria has come to Durban in full force to actively participate in this very important trade fair and take full advantage of all the opportunities it provides.
‘‘We have streamlined the country’s participation under one roof to enable you access all the information you need.”
President Buhari’s expectation of a good performance by Nigerian businesses at the Durban Fair is hinged on the outcome of the last edition in Cairo, Egypt at which they got deals worth over 3.3 billion Dollars.
Current records show that Intra African trade accounts for only 15 percent of their transactions.
The President expressed optimism that the creation of the biggest free trade area in the world, the African Continental Free Trade Area (AfCFTA), will work, especially with the active collaboration of the public and private sectors.
He canvassed support for the implementation of the free trade initiative, listing several benefits to the continent, including doubling trade in 10 years and reducing over-reliance on imports.
The Nigerian leader expressed concern that most of Africa’s existing challenges, whether security, economy, or corruption, can be traced to the inability over the years to domesticate the production of most basic requirements and provide jobs to her teeming and dynamic youth population.
‘‘Under the African Continental Free Trade Area, we can double our intra-African trade by 2030, reduce our reliance on imports and therefore create more jobs within the continent.
‘‘We cannot achieve this goal by talking alone. The implementation will be a difficult journey. But all challenges are surmountable if both the public and private sectors collaborate.
‘‘On the public sector side, Governments must support local entrepreneurs to build scale and therefore improve productivity.
‘‘This means providing incentives to encourage our businesses to formalise and comply with laid down regulations,’’ he said.
On the rules of engagement for the free trade initiative, President Buhari reminded fellow Heads of State and participants at the trade fair:
‘‘Free trade must also be fair and fairness can only be achieved when there is full compliance with regulations, especially those relating to rules of origin.
‘‘The AfCFTA is for “made-in-Africa” products and services.
‘‘Africa must be a marketplace where no country is left behind. As we implement, we must ensure that we create jobs and enhance revenues for all parties.
‘‘We must leverage on one another’s strengths to succeed,’’ he said.
President Buhari also used the occasion to call on businesses in Africa to key into existing regional value chains or build new ones, either to extend operations into the higher value segments of their industries or to satisfy the Area’s rules of origin requirements.
He expressed delight that the Intra-African Trade Fair was uniquely positioned to help in these areas.
The President stressed that the Nigerian economy under his administration had witnessed a re-engineering.
‘‘As many of you are aware, in the past five years, Nigeria has made significant strides towards the diversification of her economy from an oil revenue-dependent country to a nation with diverse revenue sources.
‘‘We were able to achieve this by putting in place fiscal, monetary and trade policies that support investments and investors in key sectors such as Agriculture, Mining, Telecommunications and Digital Economy, Banking and Financial services, tourism, and manufacturing,’’ he said.
Declaring that Nigeria is open for business, the President highlighted that progress was being made in the reforms of key institutions, the fight against corruption as well as the ease of doing business in the country.
He congratulated the African Union Commission, the AfCFTA Secretariat and the Africa Export-Import Bank for their dedication and relentless effort in seeing the Trade Area become a reality.
‘‘Today is a great day for Africa as we start our collaborative journey towards collective economic prosperity through the African Continental Free Trade Area. I very much look forward to seeing more African products manufactured in Africa using African resources.
‘‘I also commend the people of Durban for hosting this year’s Intra-African Trade Fair. I sincerely hope that we will witness milestone agreements among African businesses at this gathering.

Federal Government will allow the system to exhaust itself, and will, therefore, wait for pronouncements from state governments which set up panels to probe police brutality in the country, President Muhammadu Buhari has said.
The President spoke Thursday at State House, Abuja, while receiving in audience Mr Antony Blinken, United States Secretary of State.
“So many state governments are involved, and have given different terms of reference to the probe panels,” the President added. “We at the Federal have to wait for the steps taken by the states, and we have to allow the system to work. We can’t impose ideas on them. Federal Government has to wait for the reaction of the states.”
On the recent removal of Nigeria from watchlist of countries violating religious freedom, which Blinken said was “based on facts,” President Buhari expressed the country’s appreciation, noting that there was freedom of worship in Nigeria, and no one is discriminated against on the basis of his or her faith.
He said education is a priority in the country, “because when you educate a people, there are certain levels they will not fall below.”
The President equally appreciated the United States of America for allowing Nigeria to procure military hardware to fight terrorism in the country, and for the training given to Nigerian military.
“It’s helping us to stabilize the situation in the Northeast, and we’ve made a lot of progress since 2015,” he said. “We are doing a lot on security, and the people involved appreciate our efforts.”
On development of democratic ethos, President Buhari said Nigeria has adopted the American model, “hook, line, and sinker, with its term limits. Those who have attempted to breach it were disappointed, if not disgraced. You are even lucky if you have two terms. Others try hard, and don’t get it. The American model has been accepted by Nigerians as the best.”
Nigeria and her neighbors, the President noted, have been living with the impact of climate change for a while, which has seen the Lake Chad shrink drastically from its original size, and affected the livelihood of about 30 million people in the Lake Chad Basin countries.
“That is why the youths defy the Sahara Desert and the Mediterranean to attempt emigrating to Europe. Inter-basin water transfer is needed to keep the youths at home, and they can resume their lives of farming, fishing, and animal husbandry.”
Mr Blinken, who had held a virtual meeting with the Nigerian President earlier in the year said jocularly that it was now good to see him “mask to mask, hoping that we will soon see face to face.”
He appreciated the contributions of President Buhari to protection of the climate, particularly his presence and contributions at the recent COP26 climate conference held in Glasgow, Scotland.
Blinken said America and Nigeria have diverse challenges, but a common denominator is security, and hoped for better partnerships, “so that the bad guys won’t get the good guys.”
He described the report of the EndSARS probe panel as “democracy in action,” stressing that America equally had its own police brutality, and hoping that necessary reforms would be made.

DELTA APC CONFUSED, EMPTY, DROWNING IN ITS OWN LIES – PDP
The Delta State Peoples Democratic Party, PDP has dismissed the latest Press Statement
by hirelings and paid goons of the opposition All Progressives Congress APC, titled: “Okowa/PDP Administration: A Government Built On Lies, Massive Corruption – APC”, issued on November 18, 2021 and signed by one Francis Amaechi of their Directorate of Media and Publicity, as another epistle of a confused, empty, political party, swimming and drowning in its own catalogue of lies and propaganda, both in the State and at the National level.
Dr. Ifeanyi Osuoza, State Publicity Secretary, Delta PDP, in a swift but terse and concise response to the APC statement, suggested to the APC that the title of their press release actually describes appropriately, their woefully failed, inept and clueless Federal Government administration, which has brought nothing but hardship and suffering upon Nigerians and seen the escalation of all the societal vices, from kidnapping, banditry, killings and massive corruption, all perpetrated with impunity.
The Delta PDP spokesman further observed the multiplicity of APC publicists in the State, signing their press statements and wondered why a fractured and factionalized party which, like Humpty Dumpty, has fallen down from the wall and broken up in such a manner that it can never be glued together again, is still littering the public space with lies and diversionary noises, when it knows it has nothing to offer to Deltans.
Dr. Osuoza’s statement reads: “Our attention has been drawn to the latest press statement of the opposition All Progressives Congress APC, titled: “Okowa/PDP Administration: A Government Built On Lies, Massive Corruption – APC”, issued on November 18, 2021 and signed by one Francis Amaechi of their Directorate of Media and Publicity, and we cannot help but observe how this title perfectly fits the APC administration at the Federal level which, just like one of its Delta factions so aptly observed and many Nigerians now concur with, is a Government built On Lies and propaganda and is now drowning in the Massive Corruption, recalcitrance and impunity which have defined the administration in the last six years.
“Without meaning to join issues with the uncertain nomenclature which the APC has metamorphosed into in Delta State, especially with the multiplicity of signatory publicists, indicating an irredeemable fragmentation of its hitherto amorphous structure, we make bold to say that, having read through its bogus, grammatically striken and error-prone statement, we are at a loss to connect the nexus between its logic and the sensationalism of its misleading title.
“We however wish to assume the obvious fact that since this faction of APC in Delta State has commenced its surreptitious campaign for the gubernatorial ambition of the Deputy Senate President (DSP), it must, by a comprehensive dosage of dubious, devious and typically characteristic negative propaganda, attempt to distance the DSP from the battered, damaged and bitterly despised image of the failed APC administration at the centre; an administration which he has so vigorously and with obsequious dynamism, akin to servitude, defended at every instance, with annoying, unpatriotic and sometimes disingenuous sophistry.
“Of course the PDP has no qualms with the attempt of Delta APC to desperately launder and position their new knight in shining armor. We have seen it all before and we already know that our sterling leadership under the astute, cerebral administration of His Excellency, Senator, Dr. Ifeanyi Okowa, the Executive Governor of Delta State, the undisputed leader of our united party and the unrivaled ‘Ekwueme’ of the universe, coupled with the excellent performance in governance and the delivery of multi-sectoral democracy dividends to the people and communities of Delta State, will always deliver victory to us, no matter who they put up in any election.
“We however take strong exception to the barefaced lies that Governor Okowa’s administration has not delivered quality projects across the three Senatorial zones in the State. Photographs of projects commissioning and testimonies from even leaders of the opposition and the beneficiaries of these projects themselves, have since been widely reported to debunk the APC lies.
“We are also quite disappointed with the wickedly deliberate and misleading comments, especially the invocation of an infantile, irresponsible and illiterate allusion of “governance being reduced to family business,” which not only exposes the crude, primitive, kindergarten mindset and governance ignorance of the APC publicists in this modern day and age, when governance is becoming more functional, intellectually certified and expatriate-specific rather than compensatory, in terms of sectoral proficiency in delivering the MDG objectives, but shamelessly underscores the extremist nature of their political desperation and the potentially dangerous cleavages to brigandage, which their unhealthy quest for power is rapidly tilting towards.
“Let us sound it loud and clear to the APC in the State, that all its ridiculous lies and misleading propaganda have not only been debunked by practical and verifiable projects and widely published reports, but have sadly not enhanced their electoral fortunes one bit, even with their constantly changing and replacing their Publicity Secretaries.
“We should also remind the APC that elections in Delta State, are not won with lies and propaganda, but by physical, comprehensive, ward to ward, unit to unit, Local government to local government and of course the ultimate cap-up, in-your-ears, mosquito campaigns from house to house and face to face, which the PDP has made the hallmark and unconditional standard of its campaign in every election.
“Our party, guided by the articulate, focused and result oriented, visionary leadership of our leader, His Excellency, Senator, Dr. Ifeanyi Okowa, the ‘Ekwueme Gburugburu’ and undisputed ‘roadmaster’, both literally and in political metaphor, has since commenced our unstoppable march to 2023 and the massive momentum has already garnered tremendous, satisfactory progress, to the chagrin of the hapless, confused and fragmented APC, evidently manifested in the avalanche of defections and decampees to the PDP, even in areas often regarded in their imaginary, fairy tale hallucinations as APC strongholds.

PRESIDENT BUHARI DIRECTS MDAS TO STUDY NIPSS REPORT ON POLICY DESIGN, IMPLEMENTATION
President Muhammadu Buhari Thursday in Abuja directed Ministries, Departments and Agencies (MDAs) to study a Report on how best to ensure effective policy design and implementation with a view to implementing some of its recommendations.
The report entitled, “Getting Things Done: Strategies for Policy and Programme Implementation in Nigeria,” was presented to the President by the Senior Executive Course 43 (2021) of the National Institute for Policy and Strategic Studies (NIPSS) , Kuru, Plateau State.
Receiving the report, the President assured the course participants that it would be treated with the seriousness and urgency it deserves.
‘‘As such, I am directing the MDAs and the National Steering Committee on the Vision 2050 to study the Report, with the view to diligently consider the recommendations presented and incorporate them as part of over-all execution strategy,’’ he said.
Declaring that this administration has invested great efforts in the provision of good governance and making tremendous progress at getting the desired results, the President said:
‘‘This report becomes important and timely in our quest to enhance service delivery to our citizens.”
On the importance of NIPSS and its course participants, the President noted it was always a delight to receive their input on important issues that are of very great concern to the government and the nation.
‘‘No nation will progress without paying close attention to the ways policies are made and implemented, as it is often unclear how best to ensure effective policy design and implementation.
‘‘The gaps between policy design and programmes implementation must be closed in order for our country to continue to make meaningful progress.

Alluding to the report and the presentation done by participants of Course 43, the President noted that their research had drawn attention to the numerous efforts of his administration in policy and programme implementation, as well as the challenges faced.
He acknowledged that the report also generated constructive and compelling recommendations with adequate implementation strategies.
‘‘The structure, content and mode of presentation of this report shows great commitment and hard work that has gone into it.
‘‘This confirms to me and our administration of the consistency and reliability of the National Institute in delivering on very critical and sensitive assignments of national importance.
‘‘While I congratulate the Participants for justifying the confidence in nominating you for this course, I wish to commend the National Institute for once more living up to expectations.

At the investment roundtable, which was attended by foreign diplomats, members of business communities, captains of industries and members of the State Executive Council, among others, Governor Sanwo-Olu also called for partnership with investors and private sector, saying the implementation of the development strategies of his administration demands partnership and contributions of private investors.
He said: “We strongly believe that the continued growth and success of Lagos is premised on the strength and diversity of our partnerships. It is such strategic partnerships that account for Lagos being by far the leading recipient of local and foreign direct investments in Nigeria. It is estimated that, in the last few years, about 80 percent of the investments into Nigeria, has come into Lagos.
“These investments remain vital to our economic growth and wellbeing, supporting tens of thousands of jobs and livelihoods across the city. This is the reason why a forum like this is so important – as a platform for harmonising our respective visions and targets and agreeing on key actions that will not only strengthen existing investment partnerships but also initiate new ones.”
Governor Sanwo-Olu stressed further that “As a government, we understand the value of these relationships in fostering economic resilience, particularly during times of uncertainty, like this one we are in, marked by the combined effects of a global pandemic, climate change, global inflation, the burden of poverty and social and economic inequality, among others.
“As a low-lying aquatic city with over 22 million citizens, confined to the smallest landmass in Nigeria, Lagos is especially vulnerable to all the challenges of a sprawling, densely populated, climate challenged, fast-growing Megacity.
“We believe that given the rising population and limited geography space that we have, Lagos will indeed require about $15 billion over the next five years on infrastructure alone. $15 billion is about five times the budget that we currently have. Lagos budget is about $3 billion today.”
While assuring investors that Lagos State is open and ready for investments, innovation and collaboration, Governor Sanwo-Olu assured investors and private partners that the State Government will create enabling policies and environment for them to thrive in Lagos and for their investments to be safe and secure, as well as ensuring that innovation thrives.
“Indeed we have a huge responsibility to develop critical hard and soft infrastructure that can act as a catalyst for what you do as investors. All of these we have been doing and will continue to do,” the governor said.
Governor Sanwo-Olu during the event also launched the ‘Lagos Deal Book’, which is a compendium of investment opportunities across the state as well as information about the incentives for making the investments and the processes for doing so.
He said: “I encourage you all to take advantage of the rich information contained in this Deal Book, to guide and inform your decision making. Information, they say, is power, and there is something of value and interest to each and every one of you, inside the compendium.
“I also urge you all to continue to support, partner and collaborate with Lagos State and with one another, to create sustainable economic prosperity that will touch the lives of all Lagosians. I would like to ask you all, to please spread the word; Lagos State is open and ready for investment, innovation, and collaboration.”
Speaking earlier, the Special Adviser to Governor Sanwo-Olu on Sustainable Development Goals (SDG) and Investment, Mrs. Solape Hammond, said the roundtable was part of shared aspiration towards making Lagos the most preferred investment destination in the world.
She reassured the investors about the Babajide Sanwo-Olu administration’s determination to institute business-friendly measures to boost investors’ confidence and guarantee trust, adding that her office is working with relevant Ministries, Departments and Agencies (MDAs) of government to minimise all perceived threats and scale-up strategic benefits.
“It is an incontrovertible fact that Lagos derived its age-long excellence partly from the worthy contribution of private investment to its socio-economic development, hence, the commitment towards creating a conducive atmosphere for private businesses to strive.
“As carefully exemplified by Mr. Governor Babajide Sanwo-Olu in his developmental agenda, T.H.E.M.E.S, the utmost goal is to make Lagos the most desirable investment destination in the world. The ability to attract investment remains the hallmark of healthy economies all over the world,” she said.

INTRA-AFRICAN TRADE FAIR IN DURBAN: WE HAVE COME HERE IN FULL FORCE, SAYS PRESIDENT BUHARI
… AFRICA WILL REDOUBLE TRADE IN 10 YEARS
President Muhammadu Buhari Monday in Durban, South Africa assured participants at the 2nd Intra-African Trade Fair 2021, that his delegation is attending with ‘‘full force’’ to maximize the advantage of the gathering.
Addressing the opening ceremony of the event, the President said:
‘‘Let me assure you that Nigeria has come to Durban in full force to actively participate in this very important trade fair and take full advantage of all the opportunities it provides.
‘‘We have streamlined the country’s participation under one roof to enable you access all the information you need.”
President Buhari’s expectation of a good performance by Nigerian businesses at the Durban Fair is hinged on the outcome of the last edition in Cairo, Egypt at which they got deals worth over 3.3 billion Dollars.
Current records show that Intra African trade accounts for only 15 percent of their transactions.
The President expressed optimism that the creation of the biggest free trade area in the world, the African Continental Free Trade Area (AfCFTA), will work, especially with the active collaboration of the public and private sectors.
He canvassed support for the implementation of the free trade initiative, listing several benefits to the continent, including doubling trade in 10 years and reducing over-reliance on imports.
The Nigerian leader expressed concern that most of Africa’s existing challenges, whether security, economy, or corruption, can be traced to the inability over the years to domesticate the production of most basic requirements and provide jobs to her teeming and dynamic youth population.
‘‘Under the African Continental Free Trade Area, we can double our intra-African trade by 2030, reduce our reliance on imports and therefore create more jobs within the continent.
‘‘We cannot achieve this goal by talking alone. The implementation will be a difficult journey. But all challenges are surmountable if both the public and private sectors collaborate.
‘‘On the public sector side, Governments must support local entrepreneurs to build scale and therefore improve productivity.
‘‘This means providing incentives to encourage our businesses to formalise and comply with laid down regulations,’’ he said.
On the rules of engagement for the free trade initiative, President Buhari reminded fellow Heads of State and participants at the trade fair:
‘‘Free trade must also be fair and fairness can only be achieved when there is full compliance with regulations, especially those relating to rules of origin.
‘‘The AfCFTA is for “made-in-Africa” products and services.
‘‘Africa must be a marketplace where no country is left behind. As we implement, we must ensure that we create jobs and enhance revenues for all parties.
‘‘We must leverage on one another’s strengths to succeed,’’ he said.
President Buhari also used the occasion to call on businesses in Africa to key into existing regional value chains or build new ones, either to extend operations into the higher value segments of their industries or to satisfy the Area’s rules of origin requirements.
He expressed delight that the Intra-African Trade Fair was uniquely positioned to help in these areas.
The President stressed that the Nigerian economy under his administration had witnessed a re-engineering.
‘‘As many of you are aware, in the past five years, Nigeria has made significant strides towards the diversification of her economy from an oil revenue-dependent country to a nation with diverse revenue sources.
‘‘We were able to achieve this by putting in place fiscal, monetary and trade policies that support investments and investors in key sectors such as Agriculture, Mining, Telecommunications and Digital Economy, Banking and Financial services, tourism, and manufacturing,’’ he said.
Declaring that Nigeria is open for business, the President highlighted that progress was being made in the reforms of key institutions, the fight against corruption as well as the ease of doing business in the country.
He congratulated the African Union Commission, the AfCFTA Secretariat and the Africa Export-Import Bank for their dedication and relentless effort in seeing the Trade Area become a reality.
‘‘Today is a great day for Africa as we start our collaborative journey towards collective economic prosperity through the African Continental Free Trade Area. I very much look forward to seeing more African products manufactured in Africa using African resources.
‘‘I also commend the people of Durban for hosting this year’s Intra-African Trade Fair. I sincerely hope that we will witness milestone agreements among African businesses at this gathering.
‘‘Through these gatherings, we will be laying a solid foundation for future business-to-business, business and government, and government-to-government co-operation,’’ he said.

South-South women knock Akpabio’s critics
· Accuse NDPF, IIA, others of laughable antics
Women in the South-South geo-political zone on Sunday praised the Minister of Niger Delta Affairs, Senator Godswill Akpabio, for inspiring the people of the region with fresh hopes and vigour.
In a statement in Benin, the women applauded Akpabio for proving his sincerity by remaining constant to the Niger Delta cause.
‘’Senator Godswill Akpabio is working hard in the interest of the Niger Delta people’’
The statement signed by the Coordinator of South-South Women Alliance (SSWA), Dr. Mary Alli, praised Akpabio for showing prudence, wisdom and courage.
The statement described the attitude of President Muhammadu Buhari as friendly.
‘’The news story on the scrapping of NDDC is false, provocative and mischievous. It shows disgraceful ignorance of the discussion in Nigeria on the repositioning of NDDC and development of the Niger Delta region’’ the statement said.
The statement emphasized the great work of organization in the Niger Delta development Commission (NDDC) and the services of Akpabio to the good people of the region.
‘’Senator Godswill Akpabio is zealous in our cause. The Minister of Niger Delta Affairs is doing good service. He is promoting the interests of the Niger Delta people’’.
The statement threw a good deal of light on the positive change in the feeling of the people towards the All Progressives Congress (APC) government in the country.
Alli expressed the gratitude of the group to President Muhammadu Buhari for paying special attention to the Niger Delta.
The women also thanked warmly the leadership of the Pan Niger Delta Forum (PANDEF), the Ijaw National Congress (INC), the Ikwerre People’s Congress (IPC) Worldwide, Isoko Development Union (IDU) and the Movement for the Survival of Izon Ethnic Nationality in the Niger Delta (MOSIEND) for supporting the Federal Government reforms in the Niger Delta region.
They emphasized Akpabio’s plans for the people, his present services to the country, skill and wisdom of his recent pronouncements on NDDC’s board, forensic audit report and the region’s development agenda.
The women criticized the Ijaw Interest Advocate (IIA) and Niger Delta Peoples’ Forum (NDPF).
Specifically, the women expressed discontent with the impotent views of Chief Boma Ebiakpo and Mr. Arerebo Salaco Yerinmene.
