Online Publisher accuses Omokri of abandoning wife, kids
- Insists Jonathan’s former aide sabotaged PDP
Who is lying? That is the question that the aide of former president, Dr. Goodluck Jonathan has to provide an answer to.
Delta-born Fejiro Oliver on Thursday exposed Reno Omokri on the raging allegations against him.
‘’You can’t claim one man, one wife or no side chick whereas you break the very law preached’’ the publisher of Secret Reporters said in a Facebook post.
He particularly decried Omokri’s views on marriage, corruption and bad governance.
‘’We all hate the government but what many do not know is that Reno Omokri is a big beneficiary of the corrupt government. Ask Reno how much a former governor in the South-South paid him in 2019 to kill the tape that he got. That was a tape that was enough to give PDP victory but he sold out. It’s a different story’’.
In a tone suggestive of his rejection of Omokri’s lifestyle, solution to the myriad of problems bedeviling the country, the online publisher insisted that Jonathan’s former aide failed to live by example.
In a statement titled: Reno Omokri and the untold stories’’, Oliver accused Omokri of abandoning his legal wife and three kids.
‘’The lady with a former president is Reno Omokri’s legal wife. The three kids are his kids. While Reno claims to be married to one wife, the untold truth is that he has ‘married’ a second woman who gave birth to his latest baby. He ran away from the US abandoning his wife and three kids to suffer and staying in UK with his new girlfriend who he’s not married to yet’’
The online publisher stated that Omokri has the dubious reputation of claiming to be a faithful husband but does not practice it.
.
‘’The first wife, Itsekiri, caught him in an act (I don’t want to say now unless he denies this write up) which led to their quarrel. Reno Omokri has been cheating on his wife in Nigeria and abroad’’.
PRESS RELEASE
EndSARS: LAGOS JUDICIAL PANEL REPORT WILL BE MADE PUBLIC – SANWO-OLU
…‘I’ve directed release of those detained in Wednesday memorial protest’ – Gov
…Asks youths to join ‘Rebuild Lagos’ effort
As the final report of the Lagos State Judicial Panel of Enquiry and Restitution is being awaited, Governor Babajide Sanwo-Olu has said the Government would be making full disclosure of the report to the public.
Sanwo-Olu said the State Government would not make an attempt to cover up the recommendations of the panel, whether it is in its favour or not. The Governor said the panel report would be helpful in strengthening true reconciliation and preventing re-occurrence of violence in the State.
Sanwo-Olu, on Thursday, spoke on the arduous task of rebuilding the State, one year after Lagos was hit by a wave of arsonist attacks resulting from EndSARS protests.
Lagos recorded a huge loss in assets and resources, following the violence that trailed the protest, as public transportation infrastructure, court buildings, police stations, private properties and iconic assets were razed by arsonists on October 21, 2020.
Gov. Sanwo-Olu said the panel was set up to look into allegations of human rights abuses against the police and also determine the cause of coordinated attacks on Lagos, noting that the panel’s final report would be fully implemented.
The panel concluded its sittings last Monday, after 12 months it was constituted.
Sanwo-Olu said: “The panel concluded its sittings about three days ago and has asked for time to put the reports together behind closed doors. We do not know the content of the report, but we want to say publicly that, upon the handover of the report, we will be making it public. We will not cover up anything. This is not who we are and that is not what our Government stands for. We will make full disclosure of whatever recommendations that the panel will come up with. I assure citizens of Lagos that we will not leave anything to chance.”
The Governor also spoke on the arrest of some youths that participated in a drive-through EndSARS memorial protest at the Lekki Tollgate on Wednesday, disclosing that he had ordered an unconditional release of those detained by the police, except one person who was caught with dangerous weapons at the scene.
“Yesterday (Wednesday), we saw a protest in Lagos and everybody that was arrested in connection with the protest have all been released, except an individual that was caught with dangerous weapons and who confessed to the police that he joined the protest to cause mayhem,” the Governor said.
He commended the police for being alive with its responsibility to identify and isolate troublemakers from among law-abiding people who conduct themselves in line with the laws.
Sanwo-Olu, again, extended a hand of fellowship to the youth to be stakeholders in the development of the State, while reiterating his commitment to reconciliation. He urged them to join the rebuilding effort in order to restore the operating capacity of institutions affected in the violence.
Speaking on the rebuilding effort, the Governor said the destruction had slowed down operational activities of the affected public institutions, but stressed that the State Government would not shy away from its responsibility to rebuild the facilities and restore their operating capacity.
He said: “It is exactly a year ago today when Lagos was hit by violence in the aftermath of the EndSARS protests. Lagos witnessed massive destruction of infrastructure, iconic buildings, transport infrastructure, police station and others.
“Today being a year after the event, there is no better time to say how difficult it has been for us as a State and how committed it has been for us. As tough as it is, the Government will certainly not shy away from its responsibility. We see the incident as a challenge and we will fix it with everything that we have.”

OCTOBER 21, 2021
KEYNOTE ADDRESS DELIVERED BY H.E BABATUNDE RAJI FASHOLA, SAN AT THE 10TH MEETING OF THE NATIONAL COUNCIL OF LANDS, HOUSING AND URBAN DEVELOPMENT AT D’PODIUM INTERNATIONAL EVENT CENTRE, IKEJA LAGOS ON 21ST OCTOBER 2021
Ladies and gentlemen, let me start by thanking the Government, the Governor and people of Lagos, my home state, for accepting to host this 10th meeting of our National Council and for the top-class facilities they have placed at the disposal of the Council for this purpose.
My appreciation also goes to all the technical staff and resource persons who have worked since Monday the 18th to bring us to this climactic last day.
The unsung and unseen contributors who have worked behind the scenes, whose work is visible but whose faces are rarely seen I thank you for lending your hands to nation building.
To the Government and people of Lagos, I bring the goodwill and best wishes of the Federal Government and President Muhammadu Buhari for outstanding progress and success in your developmental goals and objectives and assure you of the Federal Government’s support.
At this year’s meeting we have decided to focus on how to create more jobs, foster social inclusion and accelerate economic development and this much is obvious in the theme of this meeting which is “Housing development as a catalyst for job creation, social inclusion and economic development.”
This decision is informed by many reasons including the unquestionable need to expand opportunities for Nigerian citizens by collective action of Government and private sector actions.
The decision is also informed by the commitment made by President Muhammadu Buhari on June 12, 2019 on behalf of Nigeria, to attempt to lift 100 million people out of poverty in a decade.
The decision is further informed by the reality that this commitment is a national and not a Federal Government commitment, because the Federal Government alone cannot achieve this objective without the state and local governments.
ALL OF GOVERNMENT ACTION
One reason why this will require an All of Government Action is the fact that land is a critical component of capital formation and it is controlled by the states (not the Federal Government) and I am persuaded that appropriate, targeted and purposeful use of land, such as for the development of housing by the states and private sector, will unleash prosperity in all states that aggregates to national prosperity.
As you know, the Federal Government is undertaking a National Housing Program in all states (except Lagos and Rivers which has not started) aggregating to about 5,000 housing units, and trying to complete an inherited ministerial pilot housing scheme across the states which has a little over 6,000 units.
The Federal Housing Authority and Federal Mortgage Bank are also intervening as federal agencies in respective housing development directly, through cooperative societies and the provision of development loans and mortgage loans.
But all these account for only a small amount of the need across the nation for many reasons not excluding the limited amount of land available to these federal agencies.
These are some of the reasons why I seek to persuade all of you to go back to your states to persuade your Governors to re-commit to housing development.
I said recommit, because I am aware that many states are doing something, but you will agree that there is a scope to improve and scale up.
Lagos, since the days of the LEDB, LSDPC, Lateef Jakande has been and today in the time of Babajide Sanwo-Olu, remains an example of what state governments can do to deepen housing supply and reap the benefits that come with it.
Permit me to reflect on the benefits of some of them.
HOUSING, ECONOMIC DEVELOPMENTS AND JOBS
The first is that most of the land held by the states that is not developed either for farming, manufacturing housing or other use, is idle, less valuable, and therefore dead capital that earns little if any income and generates little if any economic activity.
But from the day a decision is made to build, activity is created, people are galvanized, manpower is required, jobs are created and an economic exchange that leads to productivity starts.
Bulldozers employed in clearing are hitherto idle plant and equipment that get put to use, they require diesel to operate, which has to be bought and supplied, transporters are involved to deliver them just as operators are employed to operate the bulldozers.
But before all this happens, some people have been employed in design, layout planning, soil test and other pre-construction activities.
When construction actively starts, the economic explosion happens, supplies of sand, cement, reinforcements, roofing, plumbing, painting, and other components get to work.
This drives a critical business in all our states, the micro small and medium enterprises who make or supply these building components.
The delivery of building materials engages transporters, drivers and lubricant suppliers, but this is only part of the story.
The final leg is the inclusion of the urban poor, the people who depend on daily or weekly wages, the skilled and unskilled workers, bricklayers, carpenters, welders, painters, plumbers, electricians and others who work the materials into the construction of a house.
Of course, there is indirect employment in vendors who supply food, water and sustenance to the workers daily for months.
This is personal income, that is taxable by the states and Lagos State has shown the example of what is possible not only with personal income tax as a source of prolific internally generated revenue, but also the impact of property tax with the Lagos land-use charge as an example.
If we can imagine the picture I am painting we can only see a picture of gainful employment, inclusiveness and income that heralds prosperity as the opposite of poverty.
But the story is not finished. It also leads to furnishing; carpets, beds mattresses, curtains, and other household equipment usually purchased when people move to new homes.
However, let me be clear, not every government can afford to build houses on scale and not all residents want government built homes. So some of the things that the government can also do is to provide infrastructure, roads, connection to electricity and water in site and service schemes, allocated to citizens to build according to their budget but in conformity with the planning order.
CAPITAL APPRECIATION AND PROPERTY TAXES
Apart from some of the benefits that come with building which I have highlighted above, the investment in infrastructure alone adds 30 to 40% to the value of the land which was hitherto of little or no value. Estate surveyors will confirm this to you.
Land that appreciates in value, yields more revenue when property taxes are computed without necessarily raising the rate of taxation.
Every time I visit a housing site that is under construction, I pay particular attention to the people working on site.
They are often happy; they have dignity; they are proud to work instead of beg.
They can go home to their families and put food on the table for their children.
More importantly, they feel included.
But the matter does not end there.
PLANNING/CONSTRUCTION PERMITS AND URBAN PLANNING
I have had the privilege of sitting as a member of the committee set up by President Buhari to facilitate the ease of doing business across Nigeria; a national rather than a federal government business.
One of the parameters where we need to improve upon, and which has hampered our rating as a country, is the number of days and the length of time it takes to get a construction permit or planning approval; and the cost of it.
We in government must consciously improve on the bureaucracy around granting of construction permits or planning approval by taking steps to reduce the number of people involved, introducing some level of automation, such as online submission of applications and reducing the cost of approval.
We must see revenue in a more broader sense, such as reduced income for planning approval, and increased income from consequential construction like income tax of employees on site, and a broader land use charge from more houses built.
Please permit me to make one final point about planning before I leave it.
All over the developed world it is easy to observe sports and tourist facilities connected by interstate highways and interstate rail.
It is not accidental that thousands of people go by train or buses to a sports or entertainment event and return by it. It is the result of planning.
I urge you to take the opportunity as the Federal Government continues to connect the interstate roads and build the national rail network to challenge your land managers and Town Planners to take large tracts of land, plan them for residential and business purposes and set aside land for sports, recreation and entertainment.
You will be investing in the future of prosperity of your states and your indigenes if you do so now.
LAND TITLE AND DOCUMENTATION
It is impossible to address such a gathering of policymakers without touching on title documentations of land.
An untitled land, in the words of Hernando De Soto is “dead capital.”
It is a cause of exclusion, because the land is not formatted into a recognizable way that enables a financial institution identify the owner.
Therefore, untitled land cannot attract credit like a mortgage or development finance because it is not in transferable form to constitute security or collateral.
All states who seek prosperity and inclusion for the people must commit to expeditious processing, GIS mapping and titling of their land.
Lagos state will tell you how much IGR comes from land transactions, but you must find out how much has been invested in GIS mapping, scanning of millions of pages of Land title documents and automation of the issuance of certificates of occupancy.
RENT
My dear colleagues, there is no debate that the world is a place of inequality; among nations and amongst people.
While we cannot make the world equal, we can commit to reducing inequality.
We may not be able to make all people homeowners, but we can reduce the number of those who lack shelter or live on the edge every so often when rent is falling due.
I am sure that our country will be a much better place when three years rent in advance, two years rent in advance or one year rent in advance for middle class and working family residential homes becomes monthly rent, payable at the end of the month.
Why we may not get there immediately, this is an area of immense exclusion that we can remedy by legislative action at state level.
This is a matter in which the Federal Government has no legislative competence. It is a matter for the states, and I urge you not to turn your backs.
Three years rent in advance of monthly salary paid in arrears lies at the heart of affordability of access to shelter.
All state legislators must see this as an important area of representation of their people to make life easier.
So must Governors and Commissioners through Executive bills.
I will close by asking these questions.
If not us, then who?
If not now, then when?
Thank you for listening.

Nigerian women mock Omokri, call him liar
Women in Nigeria on Friday described Reno Omokri as a mischief maker and a voice of particular interests synonymous with disunity, pretension and public lying.
They also described the recent statement credited to the former aide of Dr. Goodluck Jonathan as laughable.
‘’Mr. Reno Omokri is only interested in destruction and conflict ’’ the women said.
In a press conference in Abuja, the women described the recent action of Omokri as an insult to Nigerian women
They accused Omokri of destroying truth and dishing out falsehood.
They also condemned Omokri for ridiculing and tarnishing the image of women globally.
The statement credited to Omokri that he was not in Nigeria when a state banquet was held for President Uhuru Kenyatta of Tanzania was a sad lie.
The women under the aegis of North-South Coalition for Women Empowerment (NSCFWE) also carpeted Omokri for his incessant attack on President Muhammadu Buhari
They accused Omokri of pursuing an agenda to destroy the All Progressives Congress (APC) and Nigerian women.
‘’If you take a critical look at his departure and arrival Reno Omokri based his points on, you will discover that he was seen on departure (SOA) 23 June 2014 and that is after President Kenyatta’s visit. It simply shows he left the country after Kenyatta’s visit. He couldn’t have been seen on departure 23 June 2014 and arriving in the USA April 28, 2014’’.
The position of the women on the recent action of Omokri was presented to the press by the chairperson of North-South Coalition for Women Empowerment (NSCFWE), Dr. Victoria Onoja.
The women scolded Omokri for cutting a bad image for Nigeria and Ex-President Goodluck Jonathan.
‘’Reno Omokri is a disgrace to the South-South geo-political zone. He lacks home training’’
They urged the former presidential aide to apologize to Nigerian women.
JULIUS BERGER-AFP’S CREATIVITY SUPPORTIVE OF NIGERIA’S QUEST FOR DESIGN REVOLUTION – Titi Ogufere, CEO of Design Week Lagos
. Our identification with the 2021 Design Week Lagos, is within Julius Berger’s Sustainability Agenda, says Julius Berger – AFP
African design advocate and Chief Executive of Design Week Lagos, DWL, Ms Titi Ogufere has lauded Nigeria’s leading furniture manufacturing company, Julius Berger-AFP as being a key supporter of the country’s industrial design and manufacturing aspirations. This is coming just as the Sales Manager of AFP, Mr. Uche Uzoewulu declared the company’s enduring association with DWL design and manufacturing promotional work as sustainably deliberate.
At a press conference to commence the beginning of the 2021 edition of Design Week Lagos, Ogufere said since the establishment of the annual event, DWL has been going about delivering on its mission of “promoting creativity, innovation across disciplines, including architecture, industrial design, interior design, furniture design, graphics design and technology.” To the foregoing extent, she lauded Julius-Berger-AFP for “…your manifest support round the clock in this country’s quest for needed urgent design revolution.”

COVID-19: STATE HOUSE PERMANENT SECRETARY RECOMMENDS FOUR NYSC MEMBERS FOR DIRECTOR-GENERAL’S AWARD
Delta 2023: Augoye, the choice of Deltans
By Comrade Obaro Egagifo
Over the years, Delta State politics has grown into one of the most interesting in Nigeria, especially as the All Progressives Congress (APC) looks forward to wresting the State from the firm grip of the People’s Democratic Party (PDP).
This means battle, and the leaders of the PDP in the State know they cannot afford to miscalculate it’s political permutations, if not, the party stands the chance to lose the battle for the heart of Dennis Osadebay House, Asaba to the APC.
With political fortune ever shining bright on the PDP family in Delta as a result of the “gentleman arrangement” of zoning the governorship seat across the three Senatorial Districts of the State, it becomes expedient that the PDP must get its permutations right for 2023.
This is more so as Deltans have come to build their trust in the gentleman arrangement of the PDP in the State that they cannot trust the State in the hands of any other party.
In getting it’s permutations right, the PDP must go into its drawing board devoid of sentiments and look into the array of aspirants before it, and make a good decision on the better person to fly the gubernatorial flag of the party come 2023 in order for the PDP to continue to retain the State.
From the pulse of Deltans, the best choice before the PDP is no other but the gentle and humble Chief James Ojadovba Augoye. Chief Augoye is a man, who many Deltans have come to know very well during his time as two-time Commissioner for Works of Delta State.
The reputation of Augoye across the State rubs off. He has been tested by the Governor Ifeanyi Okowa administration, and Deltans have come to build their trust in him. Those who have come close to the politician can attest to the gentle and humble nature of him.
Having traversed the length and breadth of Delta State as Commissioner for Works, Augoye scored popularity among Deltans along the way. He, therefore, possesses the political wherewithal to win the State for the PDP as a result of his popularity.
This is even more so as Augoye understands the leadership needs of Delta State, and most importantly, the developmental trajectory of the State and the needs of the people, having served as Commissioner for Works, and the only one to serve in that office for two terms since the creation of the State.
Not just hinged on the political configuration of the PDP in Delta State nor his popularity to win the State for the party, the former Commissioner has what it takes to govern Delta State in real terms.
Chief Augoye has a reputable public service record in politics.
Until becoming Commissioner for Works, Augoye, popularly known as the Agadagba Okpe had served in various political and community capacities, gaining the necessary expertise needed for him to serve well as Governor.
Born on May 16th, 1965 in the oil-rich community of Ugbokodo in Okpe local government area of the State, Augoye possesses this driving force to sustain the developmental trajectory of past and present leaders of the State.
Augoye had a rapid and highly improbable rise to political limelight, so much that it is as though the spirits that position men for service are with him in his quest to become the next Governor of Delta State.
Augoye may not be your typical politician. Reason for this is not far-fetched because he possesses a B.Sc. (Hons) in Political Science, and thus understands the fine prints of politics, and not the politics of bad blood we have come to be accustomed with in Nigeria.
In addition to the style of politician he is, Augoye is more of an administrator, and having a Masters degree of Public Administration to his credit, he is an administrator par excellence. Augoye is no doubt the best hand to administer the resources of the State for best results.
Recall that Augoye was appointed member of the Okpe Local Government transition committee, where he served as Chairman of the Internal Revenue Generating Committee in 2003. This no doubt places Augoye in a better position to generate much needed revenue for the running of the State.
A governor should be able to properly manage the resources of his State for the greater good of every citizen of the State. Augoye as governor with his experience, will no doubt, ensure that the revenue generation capacity of Delta State is optimised.
The fact that Augoye is a two term commissioner attests to his aptness in the utilization of resources. It is on record that he justified why he was appointed Commissioner for Works twice. This makes him appropriate for governor. He will deliver, and beat expectations.
More also, Augoye understands Delta State is endowed with human resources, as well as understands very well the numerous natural resources the State is blessed with, and how to harness them for the greater good of Deltans.
All these mean Augoye is the best option to consolidate on the infrastructural strides of Governor Okowa. Deltans are sure that Augoye will ensure continuity of government programmes, while building legacy projects his administration would be remembered for.
Augoye has also served in the capacity of Councilor representing Ward 10 in the Okpe local Government Council Area between 2004 and 2007 and was appointed Okpe Local Government Council Chairman between 2012 and 2014.
The Agadagba Okpe in 2015 served as the coordinator of the Peoples Democratic Party (PDP) Campaign Council for Okpe Local Government Area, a position he used to mobilize support of over 65 towns, communities and villages in Okpe for Governor Okowa’s election in 2015.
Chief Augoye held the same position for Gov. Okowa’s reelection in 2019, making PDP win all elections in Okpe local government area. Augoye delivers.
As a grassroots politician he is, no doubt, Augoye will bring his experience to bear in mobilization of voters to prosecute the Delta State 2023 governorship election for the PDP to win it.
It is, therefore, pertinent that the PDP considers Chief Augoye as it’s guber flag bearer because he is the one who can pull votes massively for the party in the 2023 governorship election to hold in the State.
Augoye is by far the best choice for Deltans in the 2023 governorship election, and the PDP must bank on this.
Fortune tellers have said that since Chief James Onanefe Ibori started the prevailing gentleman arrangement of the PDP in the State, and that another James is about to restart the cycle, Deltans are in for good tidings.
While it is only God who knows who can become the next Governor of Delta State come 2023, one thing that is certain, is that God is with Augoye.
The PDP can rest assured that if Chief Augoye bears the flag of the party in the 2023 governorship election, the APC cannot stand any chance of putting up a fight to take the State.

2ND NIGER BRIDGE, LAGOS-IBADAN EXPRESSWAY TO BE COMPLETED BEFORE 2023, PRESIDENT BUHARI ASSURES AT MID-TERM MINISTERIAL RETREAT
President Muhammadu Buhari Monday in Abuja assured Nigerians that the 11.9km Second Niger Bridge, 120 km Lagos-Ibadan Expressway and other key projects under the Presidential Infrastructure Development Fund (PIDF) will be completed within the second term of this administration.
The President gave the assurance at the opening of a two-day Mid-Term Ministerial Performance Review Retreat organized to assess progress made towards the achievement of the nine key priorities of this Administration.
He used the occasion of the retreat, the third edition since the second term of his administration, to highlight some of the Federal Government’s notable achievements in the last two years.
He listed accomplishments in the areas of infrastructure, transportation, economy, electricity supply, the petroleum industry, among others.
‘‘On transportation, we are growing the stock and quality of our road, rail, air and water transport infrastructure.
‘‘The PIDF projects are also advancing remarkably. These include the 11.9km Second Niger Bridge, 120 km Lagos-Ibadan Expressway, 375 km Abuja – Kaduna – Zaria – Kano Expressway and the East West Road. Most of these projects are expected to be completed within this 2nd term of our Administration,’’ he said.
President Buhari expressed delight that over the past two years, Ministers have rendered reports to the Federal Executive Council on their activities related to the achievement of their Ministerial Mandates.
‘‘Some of the notable achievements include the establishment of InfraCo Plc in 2020, as a world class infrastructure development vehicle, wholly focused on Nigeria, with combined debt and equity take-off capital of N15 trillion, to be managed by an independent infrastructure fund manager.
‘‘The Presidential Infrastructure Development Fund was also established in 2020 with more than USD 1Billion in funding.
‘‘In addition, we have launched the Nigeria Innovation Fund by the Nigerian Sovereign Investment Authority (NSIA). This is aimed at addressing investment opportunities in the domestic technology sector: data networking, datacenters, software, Agri-tech, Bio-tech, and more,’’ he said.
Furthermore, President Buhari noted that his administration had made tremendous progress on railway projects in the country, noting that upgrading of the railway network is being extended with the recent completion of the Lagos – Ibadan line.
‘‘The Itakpe-Ajaokuta rail line has finally been completed and commissioned after 30 years of its conception.
‘‘Work is expected to commence very soon on the Port-Harcourt Maiduguri line and Calabar – Lagos Coastal Line to connect the Southern and Eastern States of our Country. Progress is also being made on the upgrading of our Airports, with the state-of-the-art facilities in line with world class safety standards,’’ he said.
On the economy, the President said the nation witnessed three consecutive quarters of growth, after negative growth rates recorded in the second and third quarters of 2020.
‘‘The GDP grew from 0.8% in 2017 to 2.2% in 2019, but declined in the first quarter of 2020, as a result of the downward trend in global economic activities triggered by the COVID-19 Pandemic.
‘‘As at Second Quarter 2021, GDP growth rate was at 5.01%, the highest since the inception of this Administration.
On security, President Buhari announced that the Ministry of Defence has been instructed to create a modest military industrial complex for the local production of weapons to meet some of the requirements of the country’s armed forces.
The President explained that the establishment of the industrial complex would address Nigeria’s over-dependence on other countries for military equipment and logistics.
He said the project is being implemented under the Defence Industries Corporation of Nigeria (DICON), a military department responsible for arms manufacture.
On other efforts to strengthen national security, the President said it was gratifying to note that Nigeria has received six A-29 Super Tucano.
He said the propeller-driven aircraft are being used for training, surveillance and attack by the military.
‘‘As part of the efforts towards strengthening our national security, we have increased investments in arms, weapons and other necessary equipment; expanded the National Command and Control Centre to nineteen states of the Federation; and established a Nigerian Police Trust Fund, which will significantly improve funding for the Nigeria Police Force.
‘‘We have also approved the sum of N13.3 billion for the take-off of the Community Policing initiative across the Country, as part of measures adopted to consolidate efforts aimed at enhancing security nationwide,’’ he said.
On the Power Sector, President Buhari noted that the implementation of a ‘Willing Buyer-Willing Seller’ Policy has opened up opportunities for increased delivery of electricity to underserved homes and industries.
He expressed the hope that the execution of critical projects through the Transmission Rehabilitation and Expansion Programme, will result in achieving the national goal of improved power supply by 2025.
On the Petroleum Industry Act signed into law on 16th August 2021, the President reiterated his directive to the Implementation Committee to complete all processes for the successful operationalization of the Act within 12 months.
On efforts to empower the youth and other vulnerable groups by enhancing investments in the Social Intervention Programmes, the President said he has approved the expansion of the National Social Register (NSP) by 1 million additional households.
The NSP is the official database for the implementation of the Conditional Cash Transfer programme.
‘‘We have established the N75 billion Nigerian Youth Investment Fund created to boost the Nigerian economy through leverage and access to finance for youths.
‘‘The Fund should serve as a catalyst to unleash the potential of the youth and to enable them to build businesses that will stimulate economic growth and create jobs. These accomplishments are a testament to the fact that all hands are on deck in establishing a solid foundation for even greater successes in future,’’ he said.
The President warned all ministers and permanent secretaries to take seriously all issues relating to the implementation of their mandates towards the attainment of the laudable objectives of this Government.
The President concluded his address at the opening of the retreat with the unveiling of the Presidential Priorities Performance Management System.
He explained that the Performance Management System and Dashboard, which has been in effect since January this year, had provided him the opportunity to track projects in real-time with live data.
‘‘In our continuing drive to ensure accountability, we have incorporated a Performance Management Framework into the functions of the Central Delivery Coordination Unit for ease of tracking of the Ministerial Deliverables along the lines of the 9 priority areas of this administration.
‘‘This initiative has provided me the opportunity to track the performance of all Ministries and by extension my Administration.
‘‘ This process has been in effect since January 2021 and today it gives me great pleasure to unveil the Performance Management System and Dashboard to track projects in real-time with live data and early warning system to proactively resolve bottlenecks,’’ he said.
In view of the importance of this year’s retreat, President Buhari announced that he would sit through all the sessions to listen to the cumulative assessment of this administration’s performance over the last 2 years.
Equally, the President would join in discussions on the best approach and strategies to implement planned policies, programmes and projects that can significantly diversify the economy away from its dependence on oil revenue, while sustaining the current economic growth trajectory.

PRESIDENT BUHARI EXTOLS LATE AKU UKA OF WUKARI, SAYS HE WAS ONE OF THE GREATEST RULERS IN NIGERIA

Cut N26bn presidency budget for medical center, travels, meals, SERAP tells Buhari
Socio-Economic Rights and Accountability Project (SERAP) has urged President Muhammadu Buhari “to cut the N26 billion presidency budget for the construction of the presidential wing at the state house medical center, local and foreign travels, meals and refreshments, ‘sitting allowance’, and ‘welfare package’, and to use some of the savings to address the growing level of deficit, as well as improve public healthcare facilities across the country.”
SERAP also urged him “to send to the National Assembly a fresh supplementary appropriation bill, which reflects the reduced proposed spending on the construction of the state house medical center, local and foreign travels, meals and refreshments, and ‘welfare package’, for its approval.”
In the letter dated 9 October 2021 and signed by SERAP deputy director Kolawole Oluwadare, the organisation said: “Many Nigerians will find it quite odd, unfair and unjust that the government is spending so much money on many of these items in the middle of a public borrowing crisis. The proposed spending could be better allocated to improve access of Nigerians to basic public goods and services.”
SERAP said: “The government would continue to borrow to fund the country’s budget until there is a substantial cut to the cost of governance. The government should stop spending so much money on these items. Persistent borrowing is neither sustainable nor fair to the Nigerian people.”
According to SERAP: “Your government has a responsibility to ensure the interest of the well-being and prosperity of Nigeria and its citizens. The growing budget deficit and debt problems threaten Nigerians’ access to essential public goods and services, and will hurt future generations if not urgently addressed.”
The letter, read in part: “SERAP also urges you to publish details of spending on construction and repairs of the presidential wing at the medical center and office furniture and fittings since May 29, 2015.”
“The proposed spending figures highlight the lack of political will to cut the cost of governance, starting from the presidency. This spending is unsustainable, and would take away critical funding to provide access to quality healthcare and education.”
“This would leave the poorest and most vulnerable people without access to these essential public goods and services, and burden the next generation.”
“According to our information, for the Office of the President, you recently proposed in the 2022 appropriation bill to spend N24,835,805,231 for the construction of the presidential wing at the state house medical center, local and foreign travels, meals and refreshments.”
“The construction of the presidential wing will cost N21,974,763,310. N2,309,066,788 is proposed to be spent on general travel and transport while N301,138,860 will be spent on food stuff and catering materials supplies. N250,836,273 is proposed to be spent on refreshments, meals, honorarium, sitting allowance, publicity and advertisements.”
“For the Office of the Vice-President, N1,136,717,757 is proposed for local and foreign travels, meals and refreshments, purchase of office furniture and fittings, and other expenses. The details are: N778,261,411 is proposed to be spent on general travel and transport.”
“N168,210,826 is proposed for office stationeries/computer, consumables, printing of documents, uniforms and other clothing, food stuff and catering materials supplies. N2,350,626 is proposed for cooking gas and fuel cost.”
“N99,795,229 is proposed to be spent on refreshments, meals, honorarium, sitting allowance, publicity and advertisements. N31,909,380 is proposed for computer software acquisition while N30,817,085 is proposed for the purchase of motor vehicles. N25,373,200 is proposed for the purchase of office furniture and fittings.”
“We would therefore be grateful if the recommended measures are taken within 14 days of the receipt and/or publication of this letter. If we have not heard from you by then, SERAP shall take all appropriate legal actions to compel your government to comply with our requests.”
“SERAP is concerned that the huge spending is neither necessary nor in the public interest, especially in the face of the country’s dire economic position, the scant allocations to education and health, and the growing level of borrowing by your government to fund the 2022 budget.”
“Spending limited public funds on the construction of the presidential wing at the state house medical center, local and foreign travels, meals and refreshments, honorarium and sitting allowance, and welfare packages at a time the government is borrowing to fund the budget would undermine your government’s constitutional and fiduciary duties to ensure a responsible budget spending.
“The country’s fiscal situation must be changed – and changed quickly – through some combination of cuts in the areas highlighted above. Cutting waste and apparently unnecessary spending would go a long way in addressing the budget deficit and debt problems.”
“The recommended measures would also ensure that your government is spending the country’s maximum available resources to respect, protect, promote and fulfil the rights to basic needs of the poor and marginalized groups.”

- MOLECULAR LABORATORY OPENS SOON
State House Permanent Secretary, Tijjani Umar, has recommended four members of the National Youth Service Corps (NYSC) for the Director-General’s Community Development Service award.
The Permanent Secretary disclosed this at a send-off dinner in honour of the retired Head of Nursing Department, State House Clinic, Habiba Ahmed, and some outgoing corps members, who served in the Clinic.
Umar lauded the contributions of the outgoing and serving corps members posted to the State House Clinic in maintaining essential health services amid the COVID-19 pandemic.
He noted that the corps members were at the frontline of implementing measures to limit the spread of coronavirus as well as reducing public health risk to workers and visitors to the Presidential Villa.
He, therefore, announced that in appreciation of the exemplary work done by some of the corps members, the State House management will officially recommend them for the Director-General’s award.
Relishing his experiences as a corps member in 1985/86 in Ilorin, Kwara State, the Permanent Secretary recounted that he had a satisfying experience serving his fatherland.
He told the corps members that the one-year NYSC programme shaped his understanding of the nation, its diversity and potential.
‘‘I loved the service. My first encounter at the orientation camp which I enjoyed was serving as a member of the War Against Indiscipline (WAI) brigade. President Buhari was then the military Head of State.
‘‘I was also a member of the quarter guard in camp and I loved everything that we did. We also received N90 bicycle allowance at that time,’’ he said.
He thanked the outgoing and serving corps members in the State House for serving the nation with respect and dignity.
He urged those still serving to always take pride in having the opportunity to serve the nation, contributing positively in their places of primary assignment.
The Permanent Secretary later presented gifts to some corps member including Dr Godfrey Okpe, Dr Idris Keji, Chukwueloka Maduegbuna, Abbas Hassan Bala, Casmir Nwachukwu ( Nominee for DG’s Award), Samuel Iko Ojo ( Nominee for DG’s Award), , Muhammad Ma’aji ( Nominee for DG’s Award), and Onwumah Onyelukachukwu ( Nominee for DG’s Award) .
In his remarks, the Medical Director, State House Clinic, Dr Munir Yakasai, announced that a molecular laboratory to test for coronavirus at the Clinic will be activated by the National Centre for Disease Control (NCDC) before the end of the month.
The Medical Director said the laboratory, which increases the number of NCDC approved molecular laboratories in the country, would also handle urological investigations, among others.
He commended the Permanent Secretary for prioritising the repositioning of State House Clinic for effective service delivery.
‘‘We now have a Special Care centre; the Dental wing which was moribund for over 10 years has been completed and now functional, drugs are available and staff welfare has greatly improved,’’ he said.
He wished Matron Habiba and the outgoing NYSC members the best of luck in their future endeavours.
Also speaking, the immediate past Head of the Nursing department thanked the Permanent Secretary and State House staff for the honour accorded her on retirement.
‘‘I feel loved by God and it is a privilege to be honoured by people you have spent a greater part of your life working with. When I meet people in the market and they reach out to me and call me Matron, it gives me pleasure and reminds me that for the rest of my life, I will always want to be a Nurse,’’ she said.

PRESS RELEASE
TINUBU REUNITES WITH ASSOCIATES, AS SANWO-OLU HOSTS APC LEADER
…Ex-Governor: ‘I Returned Hale, Hearty And Well’
National Leader of the All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu has taken his first outing since his return from the United Kingdom (UK) last Friday night.
Tinubu, on Sunday, reunited with his political associates and protégés at a welcome-back event and prayer hosted by Lagos State Governor Babajide Sanwo-Olu, at the State House in Marina.
At 2:45pm, the former Lagos State Governor was received by Sanwo-Olu in company of his Deputy, Dr. Obafemi Hamzat, and Chief of Staff, Mr. Tayo Ayinde.
The simple event was attended by all elected office holders and political appointees in Lagos, including the Speaker of the House of Representatives, Rt. Hon. Femi Gbajabiamila, and Speaker of the Lagos State House of Assembly, Rt. Hon. Mudashiru Obasa.
Members of the State Executive Council, Governor’s Advisory Council (GAC) and council chairmen were also in attendance.
Sanwo-Olu said Tinubu’s return was more than cheery news for his supporters across the country, noting that the APC leader had been rejuvenated with renewed vigour for his next political move.
The Governor said: “We have countless reasons to be grateful to God for bringing Asiwaju back home, fully rejuvenated. Since Friday when our leader and father came back, it has been a joyful moment for the teeming residents of Lagos, his supporters and Nigerians across the country. We give glory to God who brought you (Tinubu) back with sound health and stronger vigour.
“On behalf of all political office holders, party leaders and faithful, we welcome our leader back and we give praises to God on his behalf that the intention of evil-minded people who spread malicious rumour against our leader did not materialise. This event shows Asiwaju is healthy and possesses more energy to embark on his next move in politics.”
Tinubu, clad in dark grey kaftan and blue cap to match, said he was highly elated to return after his three-month absence from the country.
The APC National Leader said the prayer event was an emotional one for him, saying he was overwhelmed by good wishes from Nigerians while he was away. He said took all prayers as valuable compliments.
Tinubu said: “I’m a little emotional now but I’m happy. God is the giver of life and the only one who can take life. And he (God) says, if I grant you power and the privilege in this life; I am the only one who can take it from you if you don’t use it in the way and manner that promotes humanity. God can give power to anyone he wills.
“It is the same God that has spared us till today and has given us the privilege. I give glory to God, because I’m standing before you hale, hearty and well. Today is a day of joy for me, having fixed today for this great event. We are here giving praises to God. May God bless all of you in attendance. I am grateful. I cannot say more than that today. Thank you all.”
Dr. Hamzat said Tinubu’s return deepened his associates’ belief in God, stressing that the APC National Leader’s full recovery from the knee surgery was a sign of strength and favour from God.
“Now that Asiwaju is back, we are ready for work. The work has started and we are committed to doing it,” the Deputy Governor said.
Gbajabiamila, who spoke on behalf of the National Assembly members, described Tinubu as “an eagle”, who is focused and always ahead of the game.
The Speaker wondered why a “simple knee surgery” became a national issue, but the solidarity shown towards Tinubu across ethnic divides indicated the APC National Leader is an enigma.
Obasa called Tinubu a teacher and benefactor, saying his return had put malicious rumour against him to rest.
Chairman of Conference 57, who spoke on behalf of the council chairmen, said members of the Conference were ready to join Tinubu in his next political move.
Others who spoke glowingly about the APC National Leader included the lawmaker representing Lagos West in the Senate, Sen. Olamilekan Adeola, and GAC chairman, Prince Tajudeen Olusi.
Prayers were offered for Tinubu by Muslim and Christian clerics, while party leaders at the event took turns to welcome him back to the fold.

2023: Amaechi deserves Presidency – South-South leaders
Key leaders in the South-South geo-political zone may have concluded plans to join forces with their counterparts in other parts of the country as a strategy to make the Minister of Transportation, Rotimi Amaechi, the nation’s president come 2023.
The hint was given by a leader of the All Progressives Congress (APC) in the South-South geo-political zone, Mrs Ibifuro Tatua on Thursday in Port Harcourt.

She affirmed that prominent leaders in the six geo-political zones, youths and women want Amaechi to be the next president of Nigeria.
Tatua, who is the convener of Progressives Volunteer Group (PVG), stressed on intellectual fitness, rare leadership qualities of Amaechi and the antecedents of all those aspiring to take over from President Muhammadu Buhari in 2023.
The APC chieftain underscored selfless service, integrity, honesty, dedication, patriotism and the zeal to serve the people rather than being served.
Tatua was of the belief that if the tempo of the minister’s developmental efforts in the transport sector is sustained in the next six years, Nigeria will be a model country.

Perish Contemplations of State of Emergency In Anambra, PDP Cautions FG
The Peoples Democratic Party (PDP) cautions the All Progressives Congress (APC)-led Federal Government to perish every contemplations of imposing a state of emergency in Anambra state ahead of the November 6 governorship election.
The PDP holds that the reported move to foist an emergency rule in Anambra state is a ploy by the APC-led government to suppress the people, manipulate the process and rig the governorship election for the APC and its candidate.
Our party demands that the APC and its administration should come clean on their roles in the sudden rise in insecurity in Anambra state ahead of the election.
This demand is predicated on apprehensions in the public space that the spate of insecurity in Anambra is contrived to heighten tension in the state so as to derail the democratic process to the advantage of the APC.
The PDP insists that the Federal Government has the capacity to ensure peace in Anambra before, during and even after the election, if it so desired. We therefore invite the President Muhammadu Buhari-led APC Federal Government to be guided accordingly.
Our party also charges the people of Anambra state to remain calm and alert as well as take steps within the ambits of the law to resist plots by the APC to derail the electoral process in its inordinate ambition to seize Anambra through the back door.

BUILDING COLLAPSE: SANWO-OLU LAUNCHES FITNESS CERTIFICATE TO ENFORCE STATE’S PLANNING CODES
- Governor: ‘Delay in Permit, Approval Processes Inexcusable’
All buildings in Lagos State will now be issued licence for safe habitation. Governor Babajide Sanwo-Olu, on Wednesday, launched a rebranded Certificate of Completion and Fitness for Habitation with the objective to safeguard residents’ lives and address the root causes of building collapse.
The Governor empowered the Lagos State Building Control Agency (LASBCA) with the mandate to issue the certificate to all existing and new building developments, thereby ensuring their resilience and safety for occupancy.
The fitness certificate was initiated to find a lasting solution to structural defects, building collapse and other building contraventions in line with international best practice.
Sanwo-Olu launched the certificate at an event held at Adeyemi Bero Auditorium in Secretariat, Alausa.
The Governor, who described the initiative as a “game changer”, said the financial and emotional loss that usually followed incidents of building collapse led to the design of the innovative approach to control physical developments and safeguard people’s lives.
The State Government’s intention, Sanwo-Olu said, is to ensure the close monitoring of building construction works by LASBCA officials, from the foundation stage to completion.
He said: “This event is a testimony to our determination to address incidents of building collapse, by ensuring that due processes are followed in physical development activities in a way that will usher in new practice and bring about saner environment devoid of avoidable loss of lives and properties.
“The launch of the Certificate of Completion and Fitness for Habitation is one of the moves to further strengthen our resolve to control building collapse incidents. This is a game changer in building control strategies as it portrays us a government that thinks ahead and that is concerned about the safety of lives and properties of the citizens.”
Sanwo-Olu linked previous building collapse incidents recorded in Lagos to low compliance to physical planning laws, noting that unenforced building codes would have dire consequences on lives of the residents.
State government, the Governor said, would start treating house owners, contractors and relevant stakeholders as individuals responsible for collapse of buildings, should they fail to obtain the fitness certificate on their buildings.
Sanwo-Olu also frowned at the long wait usually encountered by private property developers in obtaining planning permits and building approvals, reading riot act to the supervising directors at LASBCA against sharp practices.
The Governor directed the Ministry of Physical Planning and Urban Development and its agencies to simplify the approval process for permits in order to speed up the issuance.
He said: “Acceptance of this Certificate of Fitness can only gain a prime place if would-be tenant or property buyer always request for the certificate from the landlord or owner of the building before payment of their rents or conclusion of property transaction to ensure the building is indeed safe.
“The workability of the initiative depends majorly on the level of acceptance by the general public and this will speak volume about our readiness to bring about desired changes in our environment and also embrace ideas that would further ensure our safety and protection.”
Commissioner for Physical Planning and Urban Development, Dr. Idris Salako, said LASBCA would be conducting stage-by-stage inspection on building construction to ensure property developers adopt quality construction methods and materials throughout the period of work before issuing the fitness certificate.
The Commissioner said existing buildings seeking to obtain the certificate and buildings detected to be distressed would be required to present satisfying results of Non-Destructive Test in order to ensure the structural integrity and prevent imminent collapse.
Salako charged the Government officials assigned to the task to ensure diligence, integrity and honesty in the discharge of their duty.
LASBCA General Manager, Arc. Gbolahan Oki, said the agency’s core mandate was to correct anomalies in the building construction industry, stressing that the agency would always act in the interest of the public to prevent loss of human lives and valuable properties.
“Without a doubt, the relaunch of the Certificate of Fitness for Habitation stands to benefit both the State and the citizenry. Obtaining the certificate entails that every stage of a building construction will be closely monitored by the LASBCA officials. This process is aimed at ensuring that all buildings in the state are deemed safe and habitable for occupants,” Oki said.
At the event, Governor presented Certificates of Completion and Fitness for Habitation to 20 property developers whose buildings were monitored by LASBCA from foundation to completion.
Sanwo-Olu also donated 30 operational vehicles to LASBCA and Lagos State Physical Planning Permit Authority (LASPPPA).

WE WILL ALWAYS EXTEND A HELPING HAND TO SOUTH SUDAN, PRESIDENT BUHARI SAYS
Nigeria is ready to extend a helping hand to South Sudan towards political and economic stability, President Muhammadu Buhari said Tuesday in Addis Ababa.
In a bilateral meeting with President Salva Kiir of South Sudan, the President assured the full support of Nigeria to all efforts to bring long-term stability and prosperity to the continent.
‘‘Nigeria will contribute its quota as much as possible to the development of South Sudan. Take us into confidence and ask us what we can do,’’ the President told the South Sudanese leader.
Stressing the need for cooperation among developing countries, the Nigerian leader said with investments in education, improved economy, and healthcare, things will surely improve.
On the situation in Guinea and Mali, President Buhari reiterated that African leaders must support efforts geared towards the return of democracy in the countries.
The President expressed concern that as long as Libya remained unstable, the proliferation of arms and the problems in the Sahel would continue.
In his remarks, President Kiir , who acknowledged Nigeria’s leadership role in Africa, appreciated the country’s effort in the liberation struggle of South Sudan.
He also commended the First Lady of Nigeria for assisting in the education of many South Sudanese girls in the country.
‘‘In West Africa, ECOWAS intervenes immediately whenever a country has a problem. That should be adopted in East and Central Africa,’’ he said.
President Buhari and President Kiir were among several African leaders that attended the inauguration ceremony of Prime Minister Abiy Ahmed of Ethiopia for a second five-year term in office.

PDP To Buhari: Comparing Period Under Your Watch to Civil War Experience Vindicates Us
The Peoples Democratic Party (PDP) says the admission by President Muhammadu Buhari in his Independence Anniversary speech, that Nigerians have faced difficulties that are similar to the situation of the civil war under his administration, vindicates its stand that his government is incompetent, confused and the worst in the history of our country.
The party insists that the fact that President Buhari compared the challenges and sufferings being faced by Nigerians under his administration to the agony of the Civil war, underscores the horrible situation in the country today.
In President Buhari’s words “The past eighteen months have been some of the most difficult periods in the history of Nigeria. Since the civil war, I doubt whether we have seen a period of more heightened challenges than what we have witnessed in this period”.
This grave assertion brings to mind the ugly images of the Civil war; the killings, lawlessness, violence, human rights violations, poverty, hunger, starvation and other horrible situations as also being currently witnessed today under the All Progressives Congress (APC)-led administration.
From Mr. President’s admission, it is clear that he has nobody but himself to blame for the sorry situation in Nigeria under his watch
It is therefore a pathetic antithesis for Mr. President to attempt to exonerate himself by claiming that no government, since 1999, has done what his administration has done in six years; a claim that portrays a desperation to parry blame for the consequences of the misrule of his administration.
Rather, what obtains in the public space is that no government has since 1999 brought our nation to her knees on every facet of life like the Buhari administration.
It is appalling that in his speech, President Buhari had no concrete assurance on how to revamp our economy and how to end acts of terrorism in our country. Instead, the speech, as usual, dwelt on empty claims that have no bearing with the actual situation in the country.
Such disposition further exposes the insensitivity of the APC towards the plight of millions of Nigerians and confirms that our nation will end in ruins if the APC is allowed to stay in power any moment beyond May 29, 2023.

INDEPENDENCE DAY ADDRESS BY HIS EXCELLENCY, MUHAMMADU BUHARI, PRESIDENT OF THE FEDERAL REPUBLIC OF NIGERIA ON THE OCCASION OF NIGERIA’S SIXTY FIRST INDEPENDENCE ANNIVERSARY, FRIDAY 1ST OCTOBER, 2021.
Citizens of Nigeria
It is with full gratitude to God that today, we celebrate Nigeria’s sixty first Independence Anniversary.
2.For 1st of October 1960 to happen, all hands were on deck. East, West, North all came together to celebrate freedom. Today should not only serve as a reminder of the day the British handed over the reins of power to Nigerians, but also unified Nigerians from all ethnic groups, religions and regions.
3.Today, despite the challenges we face, most Nigerians still maintain the spirit of 1st October. That positive outlook and determination to make Nigeria a peaceful and prosperous nation. It is due to this collective attitude that Nigeria doggedly continues to remain a united and indivisible nation.
4.Fellow Nigerians, the past eighteen months have been some of the most difficult periods in the history of Nigeria. Since the civil war, I doubt whether we have seen a period of more heightened challenges than what we have witnessed in this period.
5.Our original priorities for 2020 were to continue stabilising our economy following the deep recession while restoring peace in areas confronted with security challenges. But the COVID-19 pandemic and its devastating impact on all nations meant we needed to shift gears and re-strategise.
6.Nigerians came together as one to fight against COVID-19. It is this attitude and by the special grace of God, we continue to survive the pandemic as a nation and indeed, provide leadership and example at regional and international levels.
7.The doomsday scenario predicted for our country never came. Even as the Delta variant continues to spread, we have built the capacity we need to respond now and into the future.
8.I will therefore appeal to Nigerians not to take COVID lightly, adhere to public health and social measures, put your mask on and get vaccinated. We can control this pandemic, but it requires effort on everybody’s part. The investments we made in response to COVID-19 will also serve our country to tackle any future disease outbreaks or pandemics.
9.Despite the global inequity in access to vaccines, the Government of Nigeria has continued to explore all available options to ensure Nigerians have free access to safe and effective vaccines.
10.Some five million vaccine doses have been administered to Nigerians through efforts led by the National Primary Health Care Development Agency and we will continue to explore options for purchase or acquisition of vaccines such as through COVAX and the African Vaccine Acquisition Trust.
11.I will take this opportunity to remind the global community that the current state of access to COVID-19 vaccines is unacceptable. We cannot afford a situation where a handful of countries keep the global vaccine supply to themselves at the expense of other nations.
12.We must act now to accelerate equitable distribution of COVID-19 vaccines. This is the message I conveyed to the international community in New York last week.
13.As we push to source vaccines for our immediate needs, we shall invest more to support our pharmaceutical and research agencies to come up with ideas for locally developed vaccines. Should another pandemic arise in the future, Our question is simple; will Nigeria be ready?
14.Accordingly, I have directed the Ministries of Finance, Budget and National Planning, Health, Education and Science and Technology to work with Nigerian and International pharmaceutical companies and research organisations to enhance Nigeria’s domestic pharmaceutical capacity.
15.Already, the Nigerian Sovereign Investment Authority is raising a $200 million fund for this initiative that will complement the Central Bank of Nigeria’s ongoing N85 billion Healthcare Sector Research and Development Intervention Scheme to support local researchers in the development of vaccines and drugs to combat communicable and non-communicable diseases, including COVID-19.
Fellow Nigerians, this is just the beginning.
16.Similarly, on our approach to food security, I am proud to announce Nigeria has commenced its journey to pharmaceutical independence.
17.This journey, which will take years to achieve but will ultimately result in Nigerian based companies developing the Active Pharmaceutical substances and competence needed for us to make our own drugs and vaccines.
Fellow Nigerians,
18.As our economy continues to open after the COVID-19 related lockdowns, we have also seen the resurgence of insecurity in certain parts of the country.
19.In the last four months, the gallant men and women of the Military and Security Agencies have made tremendous progress in addressing these new security challenges. We are taking the fight to our enemies from all angles and we are winning.
20.Earlier this year, I launched the Integrated National Security and Waterways Protection Infrastructure, the Deep Blue Project, which is designed to secure Nigerian waters up to the Gulf of Guinea. I am happy to inform Nigerians that we have taken delivery of key assets for this project and very soon, its impact will be felt.
21.In the North East region alone, over eight thousand Boko Haram terrorists have surrendered.
22.To support our surge approach to fighting banditry, the Nigerian Armed Forces have recruited over 17,000 personnel across all ranks. Furthermore, I have also approved for the Nigerian Police Force to recruit 10,000 police officers annually over the next six years.
23.I am also pleased to note that most of the Air Force platforms we acquired over the past three years have started to arrive in Nigeria. These will positively impact our security operations in all parts of the country.
24.In line with section 14(2)(b) of the 1999 Constitution (as amended), the security and welfare of Nigerians continue to be the prime focus on which programmes and projects of our government revolves.
25.Therefore, as a Government, we are ready to arrest and prosecute all persons inciting violence through words or action. Our resolve for a peaceful, united and one Nigeria remains resolute and unwavering.
26.That said, our hope is not to fight for peace. We can always settle our grievances peacefully without spilling any blood.
27.I will therefore take this opportunity, on this special day that symbolises the unity and oneness of our great nation, to ask all Nigerians to embrace peace and dialogue, whatever your grievances.
28.The seeds of violence are planted in people’s heads through words. Reckless utterances of a few have led to losses of many innocent lives and destruction of properties.
29.Such unfiltered and unsubstantiated lies and hate speeches by a few evil persons must be stopped. Our media houses and commentators must move away from just reporting irresponsible remarks to investigating the truth behind all statements and presenting the facts to readers.
30.We must all come out and speak against the lies being peddled. At this point, I would want to sincerely appreciate the large number of our Traditional, Religious and Community leaders as well as other well-meaning Nigerians who, in their various fora are openly spreading the message of peaceful co-existence and conflict settlement through dialogue in their respective communities.
31.Nigeria is for all of us. Its unity is not negotiable. And its ultimate success can only be achieved if we all come together with a common goal of having peace and prosperity for our nation.
32.We shall continue to work on dialogue based solutions to address legitimate grievances. But we remain ready to take decisive actions against secessionist agitators and their sponsors who threaten our national security.
33.The recent arrests of Nnamdi Kanu and Sunday Adeyemo, and the ongoing investigations being conducted have revealed certain high-profile financiers behind these individuals. We are vigorously pursuing these financiers including one identified as a serving member of the national assembly.
Fellow Nigerians,
34.This is a clear example of how people abandon their national leadership positions for their selfish gains. Instead of preaching unity, they are funding and misleading our youth to conduct criminal acts that sometimes lead to unfortunate and unnecessary loss of lives and property.
35.As the so-called leaders run abroad to hide, our innocent youths are misled and left in the streets to fight for their senseless and destructive causes.
36.Government will continue, with greater level of peoples’ participation and in collaboration with our international partners, to improve the security architecture, reduce enabling environment for criminality to thrive and eliminate opportunities for terrorism financing.
37.Fellow Nigerians, our unrelenting effort at resolving an almost two-decade stalling on the management of our Petroleum resources and ensuring equitable consideration to our host communities has resulted in the enactment of the Petroleum Industry Act, 2021.
38.This Act not only overhauls the Institutional, regulatory and fiscal framework of the Petroleum Industry but also reduces the previous opacity associated with this sector.
39.This is the first step to the reforms as the process is a continuous one. Already, to further improve the governance framework, I have sought for an amendment of sections 11(2)(b) and 34(2)(b). We will also continue to review and amend as appropriate.
40.At this juncture, it is very appropriate that I salute the leadership and members of the Ninth Assembly for their patriotism, dedication to duty, candour and most importantly the dispatch with which they have enacted legacy legislations for this nation. I do not take such level of cooperation for granted and hope it continues for the overall efficiency of the Federal machinery.
41.Nigeria’s Roadmap on Local Refining is on track with the Commissioning of a Modular refinery in Imo State.
42.A second is scheduled for commissioning by the end of this year in Edo State and the third one in Bayelsa State by 2022.
43.In addition to the modular projects, we also have the two mega refinery projects coming up in Lagos and Akwa Ibom States.
44.As these refineries are commissioned, more employment opportunities are created and there would be increased petroleum products available for local consumption which will significantly reduce our reliance on importation.
45.In further demonstrating our plan to reduce our dependence on oil and tapping from our enormous gas resources, this administration remains committed to the “Decade of Gas” Initiative, which is aimed at bringing to focus the utilization of our huge gas resources.
46.Already, we are supporting and promoting various gas-based projects including NLNG Train 7 and the mega urea and ammonia projects in the South-South region.
47.As we continue to optimise and enhance our oil and gas sector, I am also proud and delighted to state that our economic diversification strategy remains on course with the persistent increase in Non-Oil Sector contribution to GDP.
48.We recovered from economic recession in quarter four of 2020 with a GDP growth rate of 0.11%, and grew by 0.51% and 5.01% in real terms in the first and second quarters of 2021.
49.The Agricultural sector remains key to our economic diversification efforts as the sector has been a consistent driver of the non-oil sector contributing 22.35% and 23.78% to the overall GDP in the first and second quarter of 2021.
50.We have seen significant private sector investments in almost all areas of the agricultural value chain. And these have continued even during the COVID-19 pandemic.
51.Unfortunately, as our food production capacity has increased, food prices have been going up due to artificial shortages created by middlemen who have been buying and hoarding these essential commodities for profiteering.
52.To address this, I am hereby directing the Ministry of Agriculture and Rural Development to rehabilitate the National Food Reserve Agency and also work with security agencies, the Nigerian Commodity Exchange, and the National Assembly to find a lasting solution to these disruptive and unpatriotic hoarding activities.
53.To further enhance food production, we have completed several new dams and are in the process of rehabilitating several River Basin Development Authorities to enhance ground water supply for rainfed agriculture as well as surface water for irrigation agriculture.
54.The water projects we completed between 2015 to 2020 have improved Nigerian’s access to potable water to 71% between 2015 and 2020. This means 12.5 million additional Nigerians now have direct access to potable water.
Fellow Nigerians,
55.This Government remains concerned by the significant transportation infrastructure deficit we have. Addressing the challenges our commuters and lorry drivers face on the motorways is still a high priority to us.
56.To complement our budgetary allocations, the Presidential Infrastructure Development Fund and the Road Infrastructure Development and Refurbishment Investment Tax Credit Scheme, we recently established a N15trillion Infrastructural Corporation of Nigeria Limited (INFRACO), which is expected to begin operation by the fourth quarter of this year.
57.INFRACO will also focus on leveraging resources on a public-private sector basis for infrastructural development in Nigeria.
58.We hope through these innovative programs, the additional cost burden on individuals and businesses because of inefficient logistics operations will be reduced and ultimately, eliminated.
59.We currently have over 13,000 kilometres of roads and bridges under construction all over the country of which a fair percentage have been completed.
60.As we fix our roads, we also continue to extend and upgrade Nigeria’s railway network with the notable opening of the Warri- Itakpe standard gauge rail line.
61.To increase capacity, we have introduced more locomotives, coaches and wagons including the establishment of a Wagon Assembly in Kajola, Ogun State.
62.The sea ports however still remain problematic. The effect of our various interventions to reduce the gridlocks and inefficiencies have been slower than expected.
63.However, the implementation of the Electronic Call-Up System as well as the conversion of the Lillypond Container Terminal to a Vehicle Transit Area will further enhance the ease of cargo evacuation.
64.Our prioritisation of developing Nigeria’s Digital Economy has positively impacted the contribution of the ICT sector to our GDP.
65.We hope our present efforts to ensure all Nigerians use a National Identification Number as well as our planned roll-out of the fifth generation (5G) network technology will ensure we stay in line with the global innovation curve as a Nation.
66.As we embrace the digital economy in Nigeria, we are fully aware of the prospects and the perils. Our policies have been developed to enable Nigerians to take advantage of the prospects and avoid the perils of digital technologies.
67.Social media is a very useful platform that has enabled millions of Nigerians to connect with loved ones, promote their businesses, socialise, and access news and other information.
68.However, recent events have shown that the platform is not just an innocuous platform for information dissemination.
69.Rather some users have misused the platform to organise, coordinate, and execute criminal activities, propagate fake news, and promote ethnic and religious sentiments.
70.To address these negative trends, the Federal Government of Nigeria suspended the operations of Twitter in Nigeria on June 5, 2021 to allow the Government put measures in place to address these challenges.
71.Following the suspension of Twitter operations, Twitter Inc. reached out to the Federal Government of Nigeria to resolve the impasse. Subsequently, I constituted a Presidential Committee to engage Twitter to explore the possibility of resolving the issue.
72.The Committee, along with its Technical Team, has engaged with Twitter and have addressed a number of key issues. These are:
- National Security and Cohesion;
- Registration, Physical presence and Representation;
- Fair Taxation;
- Dispute Resolution; and
- Local Content.
73.Following the extensive engagements, the issues are being addressed and I have directed that the suspension be lifted but only if the conditions are met to allow our citizens continue the use of the platform for business and positive engagements.
74.As a country, we are committed to ensuring that digital companies use their platform to enhance the lives of our citizens, respect Nigeria’s sovereignty, cultural values and promote online safety.
75.Nigeria’s progressive diplomacy continues to manifest through growing numbers of highly placed Nigerians in positions of regional and global influences. Very recently, Nigeria won election for the position of Commissioner for the expanded Political, Peace and Security Affairs of the African Union.
76.Our persistent calls for a reorganized and reformed ECOWAS, to make the organization citizens-sensitive, paid off with the acceptance by the Authority of Heads of State and Governments of ECOWAS to commence the agreed reforms in the organization ahead of the next elections of the organization’s principal officers in December this year.
77.At the African Development Bank, World Trade Organization and indeed, the United Nations, footprints of Nigeria’s Diplomacy are clearly evident.
78.We remain confident that our goal of lifting 100million Nigerians out of poverty in 10 years is achievable.
79.Considering the positive impact of our Social Investment Programs, I recently approved an increase in the number of N-Power program beneficiaries from 500,000 to 1,000,000.
80.Out of this, 510,000 have started the programme while the competitive selection process for onboarding the outstanding 490,000 beneficiaries is in progress.
81.The National Home-Grown School Feeding Programme is currently being implemented in 35 States of the Federation and the FCT. Over 103,000 women have been engaged and empowered as cooks under the programme, while about 10 million pupils are being fed across public primary schools in the country.
82.To grant increased access to credit to the most poor and vulnerable, I have directed an increase in the disbursement of Government Enterprise and Empowerment Programme loans to an additional one million beneficiaries laying more emphasis on the smallholding farmers through the farmers Moni program.
Fellow Nigerians,
83.For far too long we have neglected the centrality of the civil service as the engine of governance and this has manifested in ineffective service delivery.
84.There is widespread discontent and disillusion about the efficiency and probity of our civil service.
85.It is for this reason that we are refocusing the Nigerian Civil Service to provide World class service to run our country.
86.The youths of this great country remain propellants for our today and provide guarantees that we would have a secure tomorrow.
87.It is for this reason that I remain focused on expanding opportunities for their participation in politics and governance.
88.Recent appointments of young people into positions of authority and their track record so far, gives me confidence that we need to bring more of them into governance and this I promise to do.
89.More specifically, to encourage Girl-Child Education, female scholarship schemes, life skills and digital literacy skills to boost girl’s enrolment, retention and completion of schooling, are all initiatives put in place to ensure gender balance in appropriately positioning our youths for positions of leadership.
90.The commitment of this Administration to the well-being of people living with disabilities remains unwavering.
91.Government recognises their contributions to development and I have, in this regard, directed that all relevant Government Agencies pay special attention to the peculiarities of different abilities in the implementation of policies and programmes.
92.Rape and Gender Based Violence remains a sore point in our Nation as in many countries worldwide and this was worsened during and after the outbreak of the COVID-19 pandemic.
93.We are currently engaging Heads of Courts to establish Specialised Courts for the speedy and seamless trial of Rape/Gender-Based offences especially to ensure that justice is done for child victims of sexual violence.
94.On the other hand, work has advanced in the reformation, reintegration and reunification of Minors involved in one crime or the other.
95.The reformation in our Correctional Services has manifested in an increase in modernised custodial centres and a transformation from strictly punitive to attitudinal changes so that criminals do not relapse into their previous lifestyle.
96.As we begin to celebrate our sixty one years as a Nation, we need to be conscious that Nigeria does not start and end with the Federal Government. This country is a great collective where Government at all arms and levels as well as the private sector, and more importantly individuals, have a role to play.
97.In particular, security is a bottom to top undertaking. Joining hands and hearts together would enable us to secure ourselves and our country.
98.I fully understand the anxiety of many Nigerians on the inability of this country to go beyond a never-ending potential for becoming a great nation to an actually great one.
99.A lot has been achieved in the last six years on many fronts: in infrastructure, social care, governance, Nigeria’s image and influence in Africa and the international community.
100.But critics misdiagnose incremental progress as stagnation. Since coming to power, this Administration has tackled our problems head-on in spite of the meagre resources. No government since 1999 has done what we have done in six years to put Nigeria back on track.
101.We shall continue to serve the country: listen to all and protect our democracy and country.
Thank you all and God bless the Federal Republic of Nigeria.
NDEPENDENCE DAY: GOV AKEREDOLU CALLS FOR URGENT RESTRUCTURING, SAYS TIME TO RENEGOTIATE IS NOW
- Commends FG On Victories Against Insurgents
Ondo State Governor, Arakunrin Oluwarotimi Akeredolu, SAN, has called for urgent restructuring of the country to reflect the diversity and address the various misunderstandings and high rate of criminality in the polity.
The Governor made the call on Friday in a statewide broadcast in commemoration of the 2021 Independence Day Celebration.
Governor Akeredolu, who said the current system adopted in the county does not encourage ingenuity, noted that it is time for all patriots to unite and speak with one voice .
He maintained that the current system in the country does not take into account the diverse status of the people, adding that the country faces serious challenges bordering on redefinition.
“It has become imperative that the current structure be tinkered with in a fundamental way. It is no longer sustainable,”Governor Akeredolu said.
While noting that the country must not shy away from the reality of her diversity, the Governor said the unique diversity which should ordinarily be a source of strength is gradually becoming the country’s albatross.
He said: “Our country is blessed abundantly. There is hardly any part of this vastly endowed space that should not be self-sustaining. This land should not be a place where hunger, poverty and a general sense of lack predominate.
“We must be bold enough to interrogate why these challenges appear perennial. We must not shy away from the reality of our diversity which should, ordinarily, be a source of strength but is gradually becoming an albatross.
“We must inquire for the reasons why those who regarded themselves as brothers and sisters no longer feel comfortable seeing or accommodating one another. We must be willing to confront whatever system which has reduced the once self-reliant sub-national entities to perpetual dependencies practically.
“The states of the Federal Republic of Nigeria appear independent nominally at present. Serious attempts must be made to return our country to the path of progress trodden by the founding fathers. Conscious efforts must be made by both the political and communal leadership in all the parts of the country to reorientate the people to embrace the pristine values which held lofty promises for advancement.
“Consequently, I am of the firm view that this occasion affords us yet another opportunity to reflect deeply, on the current difficulties and proffer frank suggestions which will assist in addressing our fundamental challenges of nationhood.
“Our people must strive under a system which recognize their God-given talents and promotes unique initiatives. All federating units must be less dependent on the Federal Government for basic survival.” He said.
Governor Akeredolu, who commended the Federal Government for the current victories recorded in the war against insurgents and terrorists in the Northern region, also acknowledged the great strides taken in abridging the infrastructural deficits in the country.
“We must, however, admonish on the immediate necessity to restructure the polity in a manner that will engender progress and amity. There is no other way to solve the current socio-economic problems facing the country.
“The security challenges bedeviling the country will become a thing of the past if proper devolution of powers is undertaken. The over centralization of the security architecture is a major impediment.
“Having a police command structure in a country of over 200 million is not sustainable. The attempts by some states to complement the efforts of the security agencies are at best tokenistic. Let each State be in charge of internal security in its locality.
“As a corollary to this submission, each region must be encouraged to take charge of the resources in its area. A system which permits strangers to take over the mineral resources in a place without any recourse to local authorities encourages dispossession and promotes misery and want. Development of any given space must be about the people,”Governor Akeredolu noted.
He called on the legislators at the National Assembly to look critically into the 1999 Constitution as amended with a view to expunging and amending relevant provisions of the document which militate against the march towards nationhood.
Arakunrin Akeredolu also called on Citizens to rededicate themselves to the ideals which assisted other nations to establish abiding systems.
The Governor said: “We must restructure the country to reflect our diversity. We must pursue policies which support rebirth. We must interrogate, continually, an arrangement which ensures that a country richly like ours endowed continues to wallow in abject poverty and want.
“We must make the country work for posterity. It is time to renegotiate, restructure and reinvent Nigeria for the good of all.”
He congratulated the people of the State for witnessing this year Independence anniversary, saying it is his hope that the next one year will record remarkable progress for the benefit of the people.

SPEECH BY HIS EXCELLENCY, PRESIDENT MUHAMMADU BUHARI DELIVERED AT THE CLOSING EDITION OF NIGERIA@60 ACTIVITIES HELD AT THE BANQUET HALL, PRESIDENTIAL VILLA, ASO ROCK, ABUJA ON THURSDAY, 30TH SEPTEMBER, 2021
Protocols
I am very delighted to be addressing you today as we conclude the activities marking our sixtieth anniversary celebration as a Nation. Looking at the activities lined up for today’s event gives me a great deal of comfort that no matter the challenges we face as we go through the Nation building process, we would always come out better.
- Nigeria is undoubtedly a blessed nation with abundant human and natural resources underpinned by a very rich socio – cultural diversity which needs to be positively harnessed to forge a greater Nigeria.
- For this diversity to translate into positive gains that would ensure an inclusive, equitable and sustainable growth requires that we Nigerians consistently embrace the ethics and values that unite us in spite of our diversity, appreciate our individual and collective role in nation – building and forging ahead as a people with a common vision as a strong and indivisible nation.
- For me, this is the key message of today’s activities. Today’s event is anchored on the importance of our discovering our great Nation TOGETHER and not discovering it in our individual spaces as we are wont to do. I am sure some of us have gone through the various stands at this venue and as we went through the Discover Nigeria pavilion, we must have been struck with not only the beauty but also the intensity of the common strands running through our culture.
- As we all march towards building the Nigeria of our dreams, Government will continue to provide the enabling environment for citizens to achieve their dreams while we count on their support to make Nigeria a better place for all.
- We must all come together to propagate a new and positive narrative that Nigeria is ready to harness her own resources to become a global player in commerce, governance, arts, sports and other fields of endeavour.
- Ladies and Gentlemen, I want to emphasize that, for the attainment of any sustainable development, unity is important. Let us unite as a nation and be irrevocably committed to one indivisible Nigeria.
- I am, therefore, very excited to be unveiling the book “Discover Nigeria” because it broadly makes the case why we should always be positive about our country.
- As I look round this hall and marvel at the scenery, I feel the more challenged to keep my word in my 2021 Democracy Day speech “My commitment to bequeathing a sustainable democratic culture remains resolute, my pursuit of a fair society remains unshaken and my desire to see that Nigeria remains a country for each and every one of us has never been stronger”
- I will like to also congratulate the Inter-Ministerial Committee of Nigeria at 60 that have put all these wonderful displays together.
- Finally, I wish to congratulate all the awardees of today’s event and to encourage Nigerians to work hard in our respective callings to make sure that we bequeath a better country for those coming after us.
- This award is unique, not only to the recipients but to the Nation as it marks a significant epoch in our Nation’s history, just like the Centenary awards. Being different from the Nigerian National Merit Award, it has given us another opportunity to encourage Nigerians that individual achievements would always be rewarded.
- As we close the sixtieth anniversary celebrations today and look forward to the beginning of a better, brighter and greater Nigeria come tomorrow, when we begin our sixty first year as a Nation, it is my hope that our march to unity and greatness gathers momentum.
- Thank you and God bless the Federal Republic of Nigeria.
PRESIDENT BUHARI REJOICES WITH INDUSTRIAL ECONOMIST, PA DEJI FASUAN, AT 90
President Muhammadu Buhari appreciates the grace of God in the life of Chief Deji Fasuan, an industrial economist who turns 90, October 1, 2021.
The President rejoices with the Fasuan family, the people and government of Ekiti State, as they celebrate the Jagunmolu of Ado-Ekiti and Asiwaju of Afao-Ekiti, at the landmark age.
President Buhari applauds a life devoted to the service of the country, particularly as one of the builders of the public service in the former Western Region, and founding General Manager of Investment Corporation, the most successful arm of the Old Ondo State government.
Pa Fasuan, the President notes, trained as an economist at the Fourah Bay College, Sierra Leone, in the 1950s, and specialized later as an Industrial Economist at the World Bank Headquarters, Washington DC, and used all the endowments to serve his country creditably.
President Buhari wishes one of the Founding Fathers of Ekiti State good health, sound mind and peace, as he turns a nonagenarian.

OUTGOING GERMAN CHANCELLOR, ANGELA MERKEL, IN PHONE CALL WITH PRESIDENT BUHARI
President Muhammadu Buhari was in a telephone call Thursday with outgoing German Chancellor, Angela Merkel, who initiated the chat to pay compliments and say thank you to the Nigerian President.
It will be recalled that President Buhari had concluded his address at the 76th edition of the United Nations General Assembly in New York last week this way:
“Let me close my statement by paying special tribute to a great and humane internationalist, and an exemplary practitioner of multilateralist cooperation. I am speaking of Chancellor Angela Merkel of the Federal Republic of Germany. As she exits the stage, we wish her well.”
Chancellor Merkel thanked President Buhari for his kind words and felicitation, wishing him greater successes in the challenging task of leading Nigeria and her about 200 million people.
The President was full of appreciation for the cooperation Germany showed Nigeria, and the ECOWAS sub-region at large.
He particularly mentioned the support for the project to recharge Lake Chad, through inter-basin water transfer, which would alleviate the plight of about 30 million people.
President Buhari applauded Merkel’s initiatives on rehabilitation of refugees, and help for developing countries.
President Buhari said German companies like Julius Berger, Siemens, and others, were doing well in the country, adding that the Federal Government was doing a lot to improve infrastructure.
On the security situation, the President said a lot was being done to stabilize things at this difficult period, thanking all the countries that had given helping hand, including Germany.
And on agriculture and food security, President Buhari said much had been achieved, leading to stoppage of massive food importation to the country.

FOR NIGERIA AT 61, IT’S LAFIYA DOLE, PEACE BY FORCE
Nigeria is 61 years old as an Independent country. And so what? What’s the big deal about it? That is what some people will say, arguing that all we have seen is flag independence, and no true emancipation for the citizens.
There’s a big deal about every landmark or milestone we reach in life, because we may as well not have made it to that point. We could have fallen by the wayside, or vanished like smoke. The world owes nobody a living. Not individuals, not countries. That is why the Good Book enjoins us to number our days, “that we may apply our hearts unto wisdom.” (Psalm 90:12).
The cynic, sceptic or scoffer may say what is there to celebrate about Nigeria, with all its troubles. A country yet to realize its potentials at 61, an adult condemned to a perpetual life of crawling. They will mention the negatives: massive insecurity, insurrection agitations, millions of jobless youths, struggling economy, humongous corrupt acts, and others, which have all characterized national life.
Yes, you can dwell so much on the storm, that you never get to enjoy the rainfall and its soothing effects. Nigeria is also the land of a resurgent economy, with the indices looking up and promising to get better. It is a country where stealing has become corruption and graft is being robustly fought, and it is a polity that is wiping out enemies of its soul, cleaning up the forests, cities, towns taken over by terrorists and bandits, with the prospect of restoring peace at the shortest possible time. It is the land of renaissance in infrastructure: rail, roads, bridges, airports, and others.
Sadly, some people do not want peace for Nigeria. They do not only promote but celebrate rupture of tranquility, repose or serenity. They are glad when our troops suffer reversals on the battlefield. When they make advances, giving enemies of our country bloody noses, they pretend not to see. But when bombs go off, killing and maiming innocent people, when bandits sack villages, or invade schools and abduct students, they quickly shout ‘security architecture,’ and alleged incompetence. They trumpet negatives, and close their eyes to positives. And in the blind search for power and relevance, they even subterraneanly bankroll terrorists.
Some others, with giant sized grudges against the polity, plot to dismember it. But I ask: who does not have one grievance or the other against Nigeria? Is there any ethnic group that does not have one angst or the other? But if we have worries or perturbation, is then the next option a pulling down of the roof? Do we crash the superstructure? Do we turn the country into a tailspin, simply because we are disaffected? Do we break the eggs of the chicken, because the bird upended our medicine pot?
As we celebrate Nigeria at 61, I join William Cowper, who said, “England, with all thy faults, I love thee still; my country.” Nigeria, with all thy faults, I love thee still; my country.
I don’t know how it is with you, if you are a frequent traveler. The best I enjoy a foreign land is one week, after which I begin to miss good, old Nigeria. The smell. The flora. The fauna. The cuisine. The sense and sensibility. I pray I never get sentenced or consigned to life abroad, wittingly or unwittingly. Nigeria, with all thy faults, I love thee still; my country.
Lack of peace seems to be the greatest bane of Nigeria today, despite wonderful showing in many other areas. Peace has turned tail, and fled. But I venture to say that with the resolve of good people, and the commitment of government, Nigeria will yet know peace. If the country unravels, as Vice President Yemi Osinbajo said recently, we shall all be losers. Nobody gains. Nigeria will, therefore, have peace. It must have peace. As the Hausa phrase goes, it is Lafiya Dole. Peace by Force. We must have it, and we will get it. And we don’t have to necessarily spill blood for it. It is the enemies of peace that will lose and must lose out.
A country of about 200 million people, troubled by a sprinkling. Will they succeed? Never. We fought a war of unity, in which about two million people perished. Did we do all that, only to eventually allow ourselves to be splintered by people with blinkered ideologies? Never! Nigeria will have peace, and must have peace, even as she turns 61. It’s Lafiya Dole. Peace by Force. And I say again, we can achieve it without bloodletting, if some forces let reason prevail.
I am happy that the Good Book supports me. “Now, may the Lord of peace Himself give you peace at all times and in every way. The Lord be with all of you.” (2 Thessalonians, 3:16). Peace by Force. Lafiya Dole. Even the Holy Bible supports it. Peace at all times, and in every way. We will have it. The higher powers back it. Therefore, there’s no room for caterwauling, endless wailings on what has not been done, ignoring the lot that has been accomplished. Nigeria will have peace. By Force. That is my prayer for the country at 61. Amen.

61st Independence Anniversary: Nigeria is our only country, let’s unite for peaceful coexistence – Gbajabiamila
The Speaker of the House of Representatives, Rep. Femi Gbajabiamila, has called on Nigerians to be more united for the common purpose of building a country that meets the best expectations of all Nigerians.
Citing the well-known aphorism, United We Stand and Divided We Fall, Gbajabiamila said unity is priceless, urging every Nigerian to drop their sentiments and work together for a better nation.
In a message marking Nigeria’s 61st Independence Anniversary, the Speaker re-echoed the fact that Nigeria is “the only country we can call our own,” noting that, “As far as I am concerned, there is no country on earth like Nigeria, and I know every patriotic Nigerian holds this view.”
He added that Nigerians must all work together to fulfil the dream of a nation of peaceful coexistence and abundant prosperity.
He said in the past 61 years, Nigeria has grown and developed beyond imagination, though he recognised the fact that, “We still have significant challenges we must overcome together.”
Speaker Gbajabiamila said Nigerian leaders were doing their best to see an end to the challenges facing Nigeria, especially the insecurity across the country.
He noted that such efforts required the support of all citizens, irrespective of political affiliations.
The Speaker reassured Nigerians that the 9th Assembly would always give the necessary legislative interventions to other arms of government to smoothen the task of governance.

Gbajabiamila pledges legislative support for development of road transport
…RTEAN visits, seeks Transport bank, waivers
The Speaker of the House of Representatives, Rep. Femi Gbajabiamila, has pledged the support of the legislature to fully develop the road transport sector in the country.
He said the House would do all within its powers to support the expansion of infrastructure and the transformation of road transport unions to become truly professional bodies in line with global practices.
Speaker Gbajabiamila spoke on Thursday when the leadership of the Road Transport Employers Association of Nigeria paid him a courtesy call at the National Assembly in Abuja.
The speaker acknowledged the critical role of transportation in the development of the economy of any nation. He said one urgent area to address would be the rapid expansion of road infrastructure.
“There is a lot we can do together.
Road transport plays a very critical role in the development of Nigeria.
“It is one of the most significant sectors in any country.
“We want to support you and engage you as a House as much as we can. We are here to help and assist you”, the speaker stated.
Gbajabiamila asked RTEAN to professionalise its operations and work toward sanitising the nation’s motor parks.
“In other places across the world; in Germany, the US, the UK and several others, transport associations are well-respected as professional groups. That is what we want in Nigeria.
“I have seen your recommendations. You want a transport development bank. That is fantastic. We are here as a House to give you all the necessary support to achieve your set targets.
Earlier, the Executive President of RTEAN, Alhaji Mohammed Musa, who led the leadership on the visit, praised Gbajabiamila’s leadership qualities, urging him to sustain his commitment to nation-building through legislative interventions.
Musa told the speaker they were at the National Assembly to seek his support for proposed reforms RTEAN would want to be carried out in the road transport sector.
He listed them as (a) establishment of Transport Development Bank (b); compulsory introduction of Traveller’s Insurance Policy at all motor parks; and (c) Waiver for Importation of Commercial vehicles not assembled in Nigeria.
According to Musa, these proposals, when implemented, will help greatly to strengthen the road transport sector in the country, which he described as the “second highest employer of labour after government.”

Alaafin names Speaker Gbajabiamila as Supreme Legislative Guide of Yorubaland
…I’m most honoured, says Speaker
The Speaker of the House of Representatives, Rep. Femi Gbajabiamila, has been conferred with the traditional title of the Aare Baasofin of Yorubaland (the Supreme Legislative Guide for Yorubaland) by the Alaafin of Oyo, Oba (Dr) Lamidi Olayiwola Adeyemi III (CFR).
This is the first time that a Yoruba son would be conferred with such a title.
The Alaafin made the conferment in a letter dated September 7, 2021, and presented to the Speaker on Thursday at the National Assembly, Abuja, by members of the Oyomesi Council led by the Bashorun of Oyo Kingdom, High Chief Yusuf Olayinka Ayoola, who is the traditional Prime Minister of Oyo Kingdom.
The Alaafin said in the letter that: “Since your victory at the polls and subsequent swearing-in as a member of Federal House of Representatives representing the good people of Surulere Federal Constituency of Lagos State in 2003, 2007, 2011, 2015, 2019 and eventual emergence as the Rt. Hon. Speaker of the 9th National Assembly House of Representatives via an overwhelming 283 votes out of 360 members.
“I have watched with keen interest your unquantifiable contributions on the floor of the House as a member with the highest number of Bills and Motions, to your rise from a Member to Minority Leader, Leader of the House and eventually the Rt. Hon. Speaker and your Centrality in the federating unit Nigeria have placed you in the legislative realm just like our forefathers who were actively involved in nation-building.
“….Going by the above, you have demonstrated as a Legislator the uniqueness inherent in the Yoruba race participating effectively in nation-building; you have participated in ensuring that the practice of separation of power to check abuses of the Executive and ensure the smooth running of government.
“After due consideration and indeed consultation, the Alaafin in Council has identified you with the aforementioned attributes and considered you worthy of being honoured. It is on this basis that I have decided on behalf of Yoruba land to pick you as ‘AARE – BAASOFIN OF YORUBA LAND.’
“This new title bestowed on you is a clear reflection of your outstanding success as an astute legislator, accomplished Legal Luminary, successful Representative of Yoruba race and Nigeria in general. With this title, you are placed in the rank of great Empire builders and defenders of the Yoruba race. The least I can expect from you in your new title is to put all the state attributes of yours for the service of Yoruba land and advancement of a balanced system of government.”
Presenting the letter, the Bashorun of Oyo Kingdom, High Chief Ayoola, who spoke in Yoruba language, said the selection of the Speaker as the first Supreme Legislative Guide of Yorubaland land was well thought out.
The Bashorun, whose remarks were translated by Bishop Ayo Ladigbolu, leader of the Oyo Development Association, said looking at Gbajabiamila’s records, the Alaafin saw in him “an adequate representation of the kind of balance in governance where the Executive exercises its own authority, but the Legislature is there to say this is what the people want, and this is how we want you to do it.”
Accepting the honour, Speaker Gbajabiamila said he was full of appreciation and pride looking at where the title came from.
“I honestly want to thank the Alaafin for this gesture; this honour that he has done to me and the House of Representatives. May the Almighty God continue to honour him.
“I receive this honour with pride because of where it is coming from. You cannot talk about Yorubaland and not talk about the Alaafin and the Oyo Kingdom as the cradle of civilisation.”
The Speaker noted with delight how democratic the Oyo Empire had been even before the coming of the colonial masters, saying the role of traditional rulers in Nigeria’s democratic journey could not be too strongly stressed.
“I have accepted this honour on behalf of the House and my colleagues”, he added.
There were goodwill messages from the leader of the South West Caucus in the House, Rep. Femi Fakeye, and the Chairman of the House Committee on Public Accounts, Rep. Oluwole Oke, who also thanked the delegation for the honour done the Speaker and the House.

Gbajabiamila assures legislative work on Diaspora voting, support for NiDCom
The Speaker of the House of Representatives, Rep. Femi Gbajabiamila, has assured that the Green Chamber would work comprehensively on the issue of Diaspora voting.
He said being a constitutional matter, the House would be very thorough in the process of working on the Bill seeking to empower Nigerians abroad to vote during the country’s elections.
Gbajabiamila spoke on Thursday while receiving the management of the Nigerian in Diaspora Commission (NiDCom) led by its Chairman/Chief Executive Officer, Abike Dabiri-Erewa in his office.
Noting that the issue of Diaspora voting has been on the front burner for a long time, the Speaker said it requires a constitutional amendment, as “…the constitution talks about those who reside in Nigeria.
“Since the Bill is before us, the constitution amendment will allow us to draw up a detailed, comprehensive law. It’s going to be tough and complicated because we are still having election issues even within, but Nigerians abroad are not any less Nigerian than we are.
“We will deal with all the issues and hopefully harmonize with the Senate when it’s time for harmonization”.
Gbajabiamila expressed satisfaction with the concept behind the +600 Nigerians in Diaspora Icons Compendium compiled by the commission, saying “This is very exciting; what it does is, it encourages Nigerians abroad and it encourages those that are not there to do better”.
Though he sought to know the parameter or benchmark employed for those that made it to the compendium, Gbajabiamila also expressed his curiosity over the inclusion of the recent feats accomplished by some Nigerians abroad in the document.
“This just underscores the fact that there are so many Nigerians out there doing amazing things, and we must encourage and celebrate them because if you don’t tell the good side of your story, nobody is going to tell it for you. Bad news sells faster than good news, that’s why I was excited about this,” he added.
The Speaker also urged the commission to consider going beyond the compendium by looking at how to further encourage others on how to strive to be part of those listed in the compendium, while assuring NiDCom of further parliamentary support to enhance its work.
In her response, Dabiri-Erewa, who had earlier sought the support of the Speaker for Diaspora voting, disclosed that the commission is set to organize a Diaspora Award in 2022 while adding that though it is a continuous process, the benchmark for those on the list was based on merit for excelling in their chosen fields.
“We believe that in our two years of existence, we’ve been able to justify the reason for setting up of the Nigerian Diaspora Commission. Today, we have a Diaspora policy that gives the country the short, medium and long-term plans to fulfil the issues as they affect the Diaspora,” she said.
Saying that though the government is keen to engage Nigerians abroad due to their resourcefulness, Dabiri-Erewa, however, expressed happiness that the new generation of Nigerians in the Diaspora are equally eager to engage the government for the development of the country, citing the huge remittances they make yearly to the country.
The highlight of the visit was the presentation of a compendium of 600 patriotic Nigerians who have taken over fields they are into abroad as well as the Nigerian Diaspora Policy and the Commission’s Newsletter.
Chairman, House Committee on Defence, Rep. Jimi Benson, Chairman, Committee on Diaspora, Rep Tolu Akande-Sadipe and other members of the House also witnessed the presentation.

Nass library to build capacity of legislators, research on policies –Gbajabiamila
The Speaker of the House of Representatives, Rep. Femi Gbajabiamila, has said that the National Assembly Library project’s primary aim is to deepen the legislative competence of lawmakers and by extension, strengthen research on policy formulation for the whole country.
Gbajabiamila said the 9th Assembly viewed the project as one of its most cherished initiatives, envisaged to serve several functions, including a resource centre, a national museum and a digital archive for Nigeria’s democratic journey.
He spoke in Abuja on Wednesday while declaring open a public hearing on a “Bill for an Act to Establish the National Assembly Library Trust Fund”, organised by the House Committee on Legislative Library, Research and Documentation.
He noted that it was saddening that Nigeria, which prided itself as having the largest legislature in Africa, had no legislative library, adding that it was the reason the 9th Assembly took up the challenge to initiate the “ambitious” project.
The speaker gave details of the services the library will render, “We have set out to build a legislative library, archive and research centre comparable to any that exists anywhere else in the world.
“It is our vision that when this library is complete, it will dramatically improve the legislative capacity of the National Assembly by providing legislators and their aides with the resources they need to conduct thorough research and advance policies that serve to make our world better.
“The National Assembly Library will host professional development programmes that attract some of the best thinkers and experts from across the world. Public dialogues and other civic engagement programmes organised through the National Assembly Library will help improve the public’s understanding of the legislature’s role in our democracy.
“In addition, the National Assembly library will house the National Assembly Museum and a digital archive of our nation’s democratic journey thus far. ”
He described the ambitions as “enormous”, requiring the sacrifice of time, resources, collaboration amongst stakeholders and partnerships with those “who share the vision of what we hope to achieve.”
Besides seeing to the early completion of the project, Speaker Gbajabiamila informed the session that the legislature must also articulate a statutory framework for sustaining the future of the library.
He explained, “For that purpose, we have convened here today to consider the Bill to Establish the National Assembly Library Trust Fund.
“This bill seeks to define the funding sources, administrative operations and management of the National Assembly Library and to ensure thereby that the library, from inception and through the years, will remain a centre of excellence according to the vision we have for it.”
He urged participants to thoroughly examine the bill and make contributions that would help the legislature to achieve the vision of the project.
“The bill, as it is, is a proposal, a statement of our intent. As it makes its way through the legislative process, it will change in substantive ways, and it will improve substantially.
“By the time we arrive at the final version, I fully expect that we will have a bill that is clear in its intent, confident in its mandates and innovative in the solutions it proposes.
“This goal is only possible if all those who share the vision of what we hope to achieve with this project work to critically examine this legislation and make well-thought-out recommendations based on considerations of our national best interests”, the speaker stated.
Delivering his welcome address earlier, the Chairman of the committee, Rep. Gaza Jonathan Gbefwi, stressed the urgency to complete the library project.
He cited the case of the United States of America, which he said started its own legislative library as far back as 1925, an indication that Nigeria was almost a century behind the US in having such a project.
He called on participants to be open and free to make inputs to help realise the goals of the National Assembly Library.

We’ll use legislative tools for Nigeria’s perfect union – Gbajabiamila
The Speaker of the House of Representatives, Rep. Femi Gbajabiamila, has said that the 9th House was committed to using the tools of legislative authority to advance solutions and implement policies that will help achieve the promise of a more perfect union in the country.
The Speaker said everything that needed to be done should be carried out by all the stakeholders to achieve the best visions for Nigeria and the welfare of the citizens.
Gbajabiamila spoke when he declared open the 2021 Roundtable on Social Protection Cover organised by the Nigerian Labour Congress (NLC) in Abuja on Wednesday, with the theme ‘Expanding Social Protection Cover and Ensuring Effective Implementation in Nigeria.’
The Speaker, who said he has the “greatest respect and love” for the Nigerian workers, called on well-meaning Nigerians, including politicians, to always have the interest of the workers at heart.
He noted that social protection is one of the most important responsibilities of government, saying it “legitimises the state in the eyes of citizens and bestows on government the moral authority to demand fidelity to the laws of the land and to take punitive action against those who choose to act in ways inimical to the collective good.
“So, when we gather as we have done this morning to think together about the ways to improve social protection cover in our country, we are engaged in a fundamental act of nation-building.
“We are making sure that there is a collective agreement on what it will take to achieve our best visions for Nigeria and the welfare of all our nation’s people. I expect that having secured agreement on what needs to be done, we will do what is required.
“I want to assure you that in the 9th House of Representatives, we are committed to using the tools of legislative authority to advance solutions and implement policies that will help achieve the promise of a more perfect union.”
He said though these are challenging times for Nigeria, “an abundance of historical evidence leads me to believe that in this moment of crisis, there is an opportunity for us to make choices and take actions that can open up new vistas and measurably improve the lives of Nigerians.
“These choices will not come easy, and the actions we have to take will require sacrifice. We have it in our power to build a country where every citizen has the opportunity to rise to the height of their abilities. And we will, through our joint effort, and by the grace of God.”
Earlier in an address, the NLC president, Comrade Ayuba Wabba, said the Speaker has earned the trust of the Nigerian workers by not only attending the event but also ensuring that issues affecting them were always at the forefront.

Gbajabiamila tasks RMAFC on fair, just review of revenue allocation
The Speaker of the House of Representatives, Rep. Femi Gbajabiamila, has charged the Revenue Mobilization Allocation and Fiscal Commission (RMAFC) to ensure a fair, just and equitable review of revenue allocation in the country.
The Speaker said in its attempt to review the revenue allocation in the country, which was last done almost 30 years ago, the commission should ensure that all stakeholders were carried along and that all necessary things are done so that the final report could not be faulted.
Gbajabiamila, who hosted the management of the commission led by its chairman, Engr. Elias Mbam for a courtesy call on the leadership of the House on Tuesday at the National Assembly, said the current realities should necessitate a review of the revenue allocation.
“I charge you to do your review, not based on any sentiment. You should consult widely so that your report won’t be faulted. I’m glad you said you’re conducting public hearings. It’s good to do that, to seek people’s opinions.
“You should work based on the principles of justice, equity and fairness,” Gbajabiamila said, adding that Nigeria is a peculiar country, hence the need to do a thorough and diligent review.
Earlier, Engr Mbam informed the House leadership that the visit was to seek the support, advice and guidance of the House on the planned review of revenue allocation that the commission was to embark on.
“There are concerns now that were not there before. So, there is the need to review the allocation to make sure that what every tier of government gets is in line with its current responsibilities.”
As part of the plans for the review, Engr Mbam said the commission has embarked on wide consultations across the country including visiting past presidents, the Nigerian Governors’ Forum, the judiciary, Association of Local Governments of Nigeria (ALGON) as well as engagements with the media, CSOs, among others.
Engr Mbam thanked the Speaker for accepting to host them on short notice, saying “if all Nigerians will work like this, we all will be better for it.”
KEYNOTE SPEECH BY H.E BABATUNDE RAJI FASHOLA, SAN AT LAGOS BUSINESS SCHOOL EVENING WITH THE MINISTERS SERIES HELD ON SEPTEMBER 29, 2021
Distinguished Ladies and Gentlemen:
The compelling part of the LBS’ invitation letter to me dated August 31st 2021 signed by Dr. Franklin N. Ngwu is the part which talks about:
“…the need for more public/private sector dialogue and collaboration for Nigeria’s inclusive and sustainable economic growth and development.”
It is about those 3 (three) things: inclusiveness, sustainable growth and development that I wish to focus my intervention today.
But before I do so, let me push back against the part of the letter that says that:
“Some key constraints such as limited trust, lack of information on the opportunities available, impact of policies and business and operational frameworks of engagement limit their collaboration.”
The first question I wish to ask is “limited trust” on whose part?
My appeal to those who have a one-sided view of the public sector is to stand back and take a hard look at the antecedents of many of those who now occupy leadership positions in the public sector.
What you will see is that many of them, including me, spent a sizable part of their careers in the private sector.
Have we become unworthy of trust because we chose to serve?
And speaking of information or lack thereof about opportunities and policies, I recall that it was to this business school that we came for the launch of the Highway Development and Management Initiative (HDMI) to share information and opportunities regarding the planned concession of 12 highways spanning over 1,000 km of federal road network, and the opportunity for investment growth and job creation.
It is the largest highway concession ever undertaken on the African continent with the potential to create 5,000 direct jobs and 200,000 indirect jobs if successful.
We did not go to a foreign business school to launch the initiative; and there are many we could have gone to, if we so desired. We came to the Lagos Business School, because we wanted a homegrown success.
By way of updates, even though LBS has not come back to ask for one, I can report that out of 75 applicants, 18 have been prequalified, and will soon be requested to submit requests for proposals, environmental and social impact studies are concurrently being undertaken and the national tolling policy has been approved to guide the development of business plans.
Of course, as far as providing information about development and growth goes, many of us regularly brief the public about projects, I go on many project inspection tours to highlight what is going on.
Every quarter, the National Bureau of Statistics (NBS) releases reports about the growth situations in the economy.
What I have observed of course is that the negative results are readily acceptable and pleasing to some people, while they question the data when the same Bureau announces positive quarterly economic performances.
I will now return to the 3 (THREE) issues of:
- a) inclusiveness;
- b) sustainable growth and
- c) development
But first, I must set the context.
Between the period 2012 to 2015 Nigeria‘s economy was reportedly growing at between 5% to 7%. But if we all take time to go back to the reviews and reports in the media at the time, the overwhelming response was that it was “jobless growth or “non-inclusive growth.”
This was the story then and it is not a new story. The other context before we proceed is to remind ourselves that at the peak of that growth, sometime in 2014, the then Minister of Finance issued a statement that Nigeria was heading towards a recession.
These were her words:
“There are some difficult moments out there in the international economy and we have noticed a downward slide in oil prices in recent weeks. Nigeria may not be so lucky to avoid recession this time as it did during the last economic meltdown.”
The question to ask is a recession under who’s watch?
My response is that it did not matter who was managing the economy, the recession was inevitable. We had consumed all the prolific and extraordinary income we earned from high prices of crude oil sales.
We did not invest them in infrastructure, new hospitals, universities, rail, bridges, broadband rollout, airports etc.
So the logical issue would be, what is the plan to get out of the recession?
Before I proceed let me quickly deal in broad strokes with some of the things that happen during a recession.
One of them is that it is the “services sector” that first feels the pinch, and when growth returns the services sector is the last to recover and that is when the feel-good factor returns. I will come back to this.
So in deciding what to do when the recession beckons or happens, the first thing to look at is who is managing the economy and what views do they espouse, because this is likely to shape the choices they will make.
Regrettably, many have again fallen into the error of believing the one-sided story that there is no ideology in Nigerian politics or in the political parties.
Nothing could be further from the truth and any worthy scholar who goes through the various party manifestoes will find not only differences but also similarities and this is one thing I commend for further study and analysis by this business school.
Whilst I will do my best not to be overly partisan, I find it difficult to effectively discharge my task without linking policy to politics.
For example, my party professes a progressive ideology and what this simply means is a “commitment to improving the human condition” and this is one difference between us and the others.
Ask them what they profess?
The other difference is that in 6 (SIX) years we have ensured that the average Nigerian remembers what we committed to: anti-corruption; economic development and security. This is a major reason why we have been held accountable.
You have to go back to 1993, (28 years ago); or further back to 1978 (43years), to find a political era where the public remembers what the parties promised during the campaign.
In MKO Abiola’s SDP, the party manifesto hinged on Energy, Rural Development, Education and Defence. In UPN, Awolowo’s 4 (FOUR) cardinal points (Free Education, Free Health Services, Integrated rural development, Employment) were examples of political promises or ideology so clearly articulated and retained.
This is another difference between us and them, and I challenge many here to ask themselves if they can remember two or three things they were promised in the 16 years before us.
With this background I will now go back to the choices for getting out of recession; because we inherited the doomsday which was foretold.
As I have said earlier, in over five years when oil sold about $100 per barrel, we did not invest in infrastructure.
The 2015 Federal Government budget left by our predecessors for Nigeria’s road network was N18 billion, less than the 2015 budget for roads in Lagos State of N31 billion. (Office of Infrastructure budget)
The said budget had a 15% capital component and 85% of the recurrent component. A budget says a lot about what the Government wants to do. Consume 85% and invest 15%, at the time that oil prices were high.
This is another area of vast policy difference between us and them because from the first budget of 2016 we committed to a minimum of 30% capital investment in the annual budget and an expansive infrastructure investment to boost growth, facilitate development and create jobs.
With oil revenues averaging $43 per barrel in 2016, the works budget for roads was cast at N200 Billion naira, an increase of 1011%.
This pattern has continued to date, where we are spending even more on infrastructure with far less resources.
We must remember that with very high oil prices the total FGN budget in 2015 was N4.4 Trillion while the first budget passed under this administration was N6.06 Trillion.
The Economic Recovery and Growth Plan (ERGP) 2017 – 2020 which was developed as the pathway to recovery from recession was underpinned by infrastructure investment as it committed to:
- a)Achieving a stable microeconomic environment;
- b)Creating a globally competitive economy and
- c)Investing in the Nigerian people.
Apart from over 13,000 km of roads and bridges now under construction or rehabilitation nationwide, hitherto very difficult projects, like Bodo-Bonny Bridge, Lagos-Ibadan Expressway, Abuja-Kano Expressway and Second Niger Bridge now underway and heading towards completion before 2023, a generation of Nigerians can now travel by rail in their own country from Lagos to Ibadan and Abuja to Kano for the first time after a very long hiatus.
This did not happen in 16 years before us.
You may not like how we look or what we say, you may even disbelieve what we say but you cannot disbelieve what we have done with limited income on infrastructure.
This is another difference between us and them.
There is yet another difference and it relates to how we the progressives have chosen to deploy resources.
Between 1999 and 2015 all the infrastructure we are talking about today were crying out for attention.
In spite of prolific oil resources in between that period, I ask anyone to show one bridge, major highway, airport or a rail project that our country built.
I will remind you that in 2005 we choose to pay $12.09 billion to negotiate a Paris debt forgiveness when there was infrastructure crying out for attention.
However, by 2015 the debt stock we inherited was $10.3 Billion in spite of prolific oil resources.
That was a policy choice. No debt, no infrastructure while population grows.
On the contrary, with limited resources and commitment to expansionary fiscal investment and infrastructure to improve the living conditions of Nigeria, our budgets have been deficit budgets funded by debts to invest in infrastructure.
It is our belief that instead of increasing the tax burden of Nigerians, if we borrow to build infrastructure, small businesses who need broadband, rail, roads, bridges and other infrastructure will improve their efficiency and create opportunities.
This can only lead to the inclusiveness, sustainable Growth and development that my invitation letter speaks about.
The Economic Recovery and Growth Plan that we developed to address the recession that our predecessors predicted has worked.
By the second quarter of 2017 we were out of the recession that started in Quarter 2 of 2016 and we recorded 12 consecutive quarters of growth until COVID-19 struck.
By staying true to our core beliefs and by developing the Economic Sustainability Plan to deal with the COVID-19 impact, we came out of a second recession which was global and we now have a 5.1 GDP growth in Quarter 2 with services sector growing at 2.8%.
Remember I told you that the services sector is the last sector to recover after recession and this result is therefore clear evidence that the economy is on the mend and we must sustain it and expand it. In this regard I urge cautious optimism.
If you still think we are the same, let me share with you two different quotes from two sides of the divide to disabuse your minds.
The first is by the Vice-Presidential candidate of the main opposition party during the last elections in 2019.
This is what he said on August 8th 2021 about how to grow the economy.
“You cannot use infrastructure to drive economic growth…taking people out of poverty is not magic.”
But contrast President Buhari’s views expressed in Owerri on 9th September 2021 when he said:
“If we fix infrastructure, people will get on with their businesses.”
I am persuaded that President Buhari gets it.
His contemporary in the USA (a country held out as the example to follow) also gets it when he said:
“The American Jobs Plan will generate historic job growth, historic economic growth, help businesses to compete internationally, create more revenue as well. They are among the highest-value investments we can make in the nation — investing in our infrastructure.”
What limits or enhances the capacity of business is the infrastructure in the environment they operate.
The better the infrastructure the more efficient business becomes and the more productive and prosperous they will be.
If they can move goods and services in quicker time, through ports, rail and road, if they can transact financial services through reliable broadband, move fuel through new pipelines like the Ajaokuta-Kaduna pipeline project, if they can traverse about 40 kilometres on the Bodo-Bonny Bridge on land rather on canoes through the creeks, businesses will prosper and the economy will grow.
This in part is what the enablement of this private sector by the public sector means; in addition to fiscal and monetary policy.
This is a clear road to sustainable growth; and it is growth that will need more people to manage it thereby achieving inclusiveness.
Thank you for listening.

Competence Over Zoning – The Case For Aminu Tambuwal
By Otor Drama
ALHAJI Sir Ahmadu Bello’s greatest ambition as a child was to be the Sultan
of Sokoto. As a prince, he carried himself with royal airs and comported
himself with decorum. His long awaited opportunity came in 1938 but he lost
the race to a contender who emerged as Sultan Siddiq Abubakar.
Having lost the race, he turned his talents into leadership and became a
rallying force for the north when he was made the leader of the Northern
Peoples Congress (NPC) and later Premier of the Northern Region which was
the senior partner in the coalition government that was formed at
independence producing the Prime Minister, Alhaji Sir Abubakar Tafawa
Balewa as well as holding some other key positions in the First Republic
government.
Since Bello’s brutal assassination in 1966, no politician from Sokoto State
has emerged with his national political stature and structures across the
country. However, Sokoto State Governor and former Speaker of the House of
Representatives, Aminu Tambuwal seems to be a worthy successor to the late
Sardauna of Sokoto.
Tambuwal who trained as a lawyer began his political career as a
legislative aide to Senator Abdullahi Wali who was the Senate Leader at the
time – 1999 to 2003. Having learnt the ropes of politics, he plunged into
the murky electoral waters by contesting for a seat in the Federal House of
Representatives and won in 2003 where he represented Kebbe/Tambuwal Federal
Constituency in the lower house of the National Assembly. He served in the
house as the minority leader and later as deputy chief whip. He served
meritoriously in various committees like rules & business, judiciary,
communications, inter-parliamentary and water resources. He was a member of
the House Ad Hoc Committee on the Constitution Review.
He was chairman of the ad hoc committee that reviewed the report of the
controversial power probe committee headed by Ndudi Elumelu; Chairman,
House Sub-Committee on the Bill for an Act to Amend the Land Use Act, and
acting Chairman, House Committee on Power.
He was leader of the Nigerian delegation to African, Caribbean, Pacific &
European Union Parliamentary Assembly (ACP-EU) and served as Vice-Chairman,
Economic Committee ACP-EU, held in Prague, Czech Republic in April 2009.
As the Governor of Sokoto State, he has done his best to transform the
state from a civil service state and an agrarian economy into a modernized
economy and has greatly diversified its internally generated revenue base.
He has ensured that security is guaranteed there in view of the incessant
attacks by bandits in neighbouring northern states.
He is a nationalist and judiciously used his time in the House of Reps to
build sturdy political bridges across the country. He is at home with the
various ethnic groups that make up the nation and is not known to be an
ethnic jingoist. He abhors tribalism with every fibre in him.
Despite being in politics for over two decades, he has been untainted and
no allegation of corruption has been leveled against him by the Economic
and Financial Crimes Commission (EFCC). Corruption is a major albatross of
most Nigerian politicians and so a corrupt free politician should be
greatly encouraged as it is a rarity. He threw his hat into the
presidential race in 2019 when he contested the presidential primaries of
the opposition Peoples Democratic Party (PDP) and came second behind Alhaji
Atiku Abubakar.
There is the need to build national cohesion so that tribalism can be a
thing of the past. After the Civil War ended in the United States in 1864,
all the Presidents who emerged were from the victorious north and the
Heavens didn’t fall since Americans think of their country first before
their states. It wasn’t until Jimmy Carter emerged in 1976 that power
shifted to the south but even at that it was as a result of his competence
and not any overt power shift agitation.
What Nigerians need in this extremely challenging time in the ‘Giant of
Africa’ is a leader who is visionary and can provide uncommon leadership to
deal with the plethora of challenges ranging from massive youth
unemployment, poverty, insecurity, child mortality etc. We should stop
short changing ourselves with the asinine power shift ideology as it
promotes mediocrity as well as an entitlement mentality. What should bother
right thinking and public spirited Nigerians should be who can effectively
deliver the dividends of democracy to the avalanche of long suffering
Nigerians who have borne the brunt of bad governance and civilian misrule.
The ethnicity of such a person shouldn’t matter.
Tambuwal is well suited to take Nigeria to the Promised Land if only
Nigerians can shun tribalism and give him the opportunity to provide
uncommon leadership to them. On the highly contentious issue of
restructuring, he is an avowed federalist and will do his best to ensure
that power is devolved to the states which will make the centre – Abuja
less attractive and will go a long way to reduce the ethnic tensions in the
country which has greatly polarized the country at the nation’s detriment.
We recall the hundred days war between the majority Hutus and the minority
Tutsis in Rwanda which was fanned by sinister propagandist politicians who
stoked the fires of ethnic hate leading to the mindless murder of over a
hundred thousand people.
As a way of national healing, the nation under the pragmatic leadership of
Paul Kagame abolished the filling of tribes in public forms. The country
once wracked by war is now in the forefront of scientific and technological
breakthroughs and development. Their healthcare sector is one of the best
in the continent; their technological space is booming with investors from
all over the world pouring millions of dollars into that sector. Fintechs,
ed techs and the use of drones are springing up with alarming alacrity all
over the country and their GDP is the better for it. Does it matter that
Kagame, a Tutsi has been in power for close to two decades?
The case of Rwanda which has emerged from the ashes like a Phoenix should
serve as a lesson for all Nigerians that national interest should supersede
ethnic bias and the current man of the moment is Tambuwal.
All Nigerians irrespective of ethnic affiliation and religion should join
hands in unison to ensure that he succeeds President Muhammadu Buhari as he
has the magic wand to effectively steer the nation’s ship which has drifted
for far too long.

PRESIDENT BUHARI MOURNS DR CHIKE AKUNYILI
President Muhammadu Buhari is deeply saddened by the gruesome killing of Dr Chike Akunyili, the husband of the late former Director-General of National Agency for Food and Drug Administration and Control (NAFDAC), Prof Dora Akunyili.
The President shares the pain of the offspring of Prof and Dr Akunyili, their families and friends whose lives will never remain the same after the inhuman and reprehensible act that happened in Onitsha, Anambra State.
President Buhari has fond memories of working with the late Dora Akunyili at the Petroleum Trust Fund (PTF) and Nigerians will never forget the memory of the amazon, who distinguished herself as a courageous, dependable and patriotic citizen.
Enjoining security agencies and leaders of thought to work harder to bring an end to the violence being unleashed on innocent Nigerians, the President assures the grieving families who lost their loved ones in the incident that the perpetrators of the heinous act will face both the judgment of man, and that of God.

‘‘DISCOVER NIGERIA’’: PRESIDENT BUHARI TO UNVEIL ICONIC 60 SQM BOOK, HIGHLIGHTING BEAUTY, UNIQUENESS OF COUNTRY’S TOURISM POTENTIALS
President Muhammadu Buhari will on Thursday, September 30, 2021, unveil ‘‘Discover Nigeria’’, a pictorial book on Nigeria’s history, covering the period from Independence in 1960 to the present.
The 392-page book, authored by Bayo Omoboriowo, the President’s official photographer, showcases the country’s rich traditional institutions, ingenuity of its people, the beauty of its landscape, the richness of its farmlands, stunning waterfalls and seas, among others.
On the eve of the presentation, which coincides with Nigeria’s 61st Independence anniversary celebration, Omoboriowo hinted that the book has been enlisted as a contender for the Guinness World Records largest photobook.
‘‘The previous record for the largest photobook is 45sqm. The ‘‘Discover Nigeria’’ book has been printed and mounted as a 60sqm giant frame book-60 images, 60 pages, 60 square meters, celebrating Nigeria at 60 (60:60:60:60),’’ he said.
Omoboriowo explained that the book presentation was conceived as part of Nigeria’s diamond celebration.
Over 60 young Nigerians took part in the construction of the giant frame book mounted at the State House Conference Centre (formerly Banquet Hall), venue of the event, which will be attended by governors, traditional rulers, members of the diplomatic corps, the business community and stakeholders in the creative industry.
The event will also feature an exhibition of Nigeria’s Art, craft and cultures, across the six geo-political zones – curated by the National Council of Arts and Culture (NCAC).
The exhibition entails a detailed display of various artworks, artefacts and cultural symbols from various states and ethnic groups in the country.
Nigeria’s cuisine & delicacies will also be on display.
‘‘The overall goal of this event is to remind all and sundry, the beauty that our diversity brings, and the strength that our unity affords us as a country.
‘‘We believe that an after-effect from the event will be the changing narratives about the important role everyone plays in the Nigeria project,’’ Omoboriowo said.
The foreword of the book is written by former Head of State, Gen. Abdulsalami Abubakar, and an introduction by the Minister of Information and Culture, Lai Mohammed, who acknowledged the contribution of the Special Assistant to the President, Tunde Sabi’u Yusuf, to the publication.
There are also reviews from General Ibrahim Babangida, a former Head of State, Africa’s richest man, Aliko Dangote and the All Progressives Congress (APC) National Leader and former Lagos State Governor, Asiwaju Bola Tinubu.
In his foreword, General Abubakar says ‘‘… This book, ‘Discover Nigeria’ brings a smile to my face. Chronicling our people, places, progress and more, it is an invitation to all to discover- and rediscover-Nigeria. This book is more than beautiful images. It reflects the heart and soul of Nigeria through images that tell stories and texts that share insights in Nigeria’s history, the present day and the future.’’
In his review, General Babangida lauds the youthful dominance in Nigeria’s creative industry and their penchant to demand a better Nigeria from the government.
‘‘I draw a lot of inspiration from the works of the younger generation in the creative industry, from their pursuit of knowledge and most importantly, their desire to hold the Government accountable in helping to achieve a better and more prosperous Nigeria,’’ Babangida says.

KADUNA UPDATE: KDSG announces new security measures
Press briefing by Samuel Aruwan, Commissioner, Ministry of Internal Security and Home Affairs, Kaduna State, Wednesday, 29th September 2021
Protocols:
I am here to inform you of, and to formally announce the implementation of certain measures to assist the security agencies in parts of the state.
You will recall that Governor Nasir El-Rufai announced in a media chat yesterday (28th September 2021) that the state government has formally requested the Federal Government to enforce the shutdown of telecom services in parts of the state identified by security agencies as requiring such measures.
The relevant federal agencies have today informed the Kaduna State Government that the processes for telecoms shutdown in parts of the state have commenced.
As part of the steps to address the current security situation in Kaduna State and neighbouring states in the North-West and North-Central regions, KDSG has held several meetings with security agencies to adopt critical measures towards crushing bandits in their identified hideouts.
The military and other security forces have been carrying out assaults on the identified locations. The state government is advised that certain measures are now necessary to assist the spirited efforts of these security agencies.
The following measures become effective from Thursday, 30 September 2021:
- The complete ban on the use of motorcycles (Okada), for commercial or personal purposes, for three months in the first instance.
- Ban on possession of or wielding of dangerous weapons.
- Tricycles are allowed to operate only from 6am to 7pm. All tricycles must remove all curtains. Movement of all tricycles are restricted from dusk till dawn (7PM to 6AM).
- All vehicles used for commercial transport must be painted in yellow and black within 30 days. Vehicles that are part of ride hailing services are to carry yellow and black stripes.
- Ban on the sale of petrol in jerry-cans or other containers in Birnin Gwari, Giwa, Chikun, Igabi, Kachia, Kagarko and Kajuru LGAs.
Other containment measures previously communicated by the Kaduna State Government remain in place. These include:
- Ban on felling of trees and forestry activities in Birnin Gwari, Giwa Igabi, Chikun, Kachia, Kagarko and Kajuru LGAs.
- Ban on firewood and charcoal transportation.
- Ban on the transportation of livestock into and out of the State.
- Cessation of weekly markets in the frontline local government areas of Birnin Gwari, Giwa, Chikun, Igabi, Kajuru and Kawo weekly market of Kaduna North local government.
The Kaduna State Government regrets the severe strain and inconvenience these measures will place on peaceful and law abiding citizens. The Government therefore appeals for the understanding and cooperation of all residents of the affected areas, and indeed across the State. These difficult times have demand that difficult decisions be made.
The measures have been adopted purely in the interest of our collective safety and security, and to aid our brave forces in their fight against these mindless criminals.
Too many lives have been lost, and too many families have been shattered. Small groups of wicked persons cannot continue to hold us to ransom, and force us to live in perpetual fear.
Once again, the government craves the understanding of all citizens. The hardship we face will be temporary, and we are confident that in the end, it will pay off. Good will prevail over evil.
Thank you.
